Cleveland National Forest — Project Detail

Existing Barracks at Oak Grove and Goose Valley stations will be demolished and a new modular buildings will be installed. Failing septic systems will be replaced. Parking capacity will be expanded at the Goose Valley station.

Replacement of the current septic system and grease trap associated with The Outpost which is operated under a Special Use Permit with the Cleveland National Forest. A new 1,000 gallon grease trap and 1500 gallon septic will be installed.

The Trabuco Ranger District intends to extend the North Main Divide fuel break to include the North Sierra Peak area. This would increase the defensible landscape and firefighter access. Work would include vegetation removal and prescribed burning.

The Trabuco Ranger District intends to complete repair and reconstruction work on the West Horsethief and Trabuco Canyon trails. These trails have been closed to the public due to significant damage from wildfires.

This project focuses on seed collection, seed production, and seed application of SD Thornmint near Poser Mountain and Viejas Mountain. Supporting weed abatement actions analyzed in prior Environmental Assessment (EA) Invasive Weed Management on CNF.

This project will demolish two aged living quarters buildings at the Descanso Fire Station and rebuild one new living quarters building in the same place as one of the demolished buildings. A new septic system will be installed for the new building.

Proponent will be granted permission to construct, operate and maintain a multi-user communications facility (tower and equipment shelter) at the Glencliff Communications Site through a Communications Use Lease with the Cleveland NF.

SDG&E proposes to install underground electric-cabled conduit within paved roads and adjacent road shoulders that will service the communities of Mountain Empire and Pine Valley in California.

The FWS proposes to collect federally endangered Laguna Mountains skipper butterflies (Pyrgus ruralis lagunae), rear progeny at the San Diego Zoo, and release the progeny within the Laguna Mountain Recreation Area in the CNF. See detail in the PDF.

Site cleanup and restoration: removal of designated structures, removal of building debris and other abandoned improvements, including concrete block vaults and concrete footings and water wells.

The EVMWD proposes to upgrade the Los Pinos 2A Pump Station because the existing facilities were installed in 1965 and have reached their economic life.

Restore woodlands and savannas to make more resilient to high intensity wildfire

The Cleveland NF proposes to allow SDG&E to construct powerline across portions of the national forest between Imperial Valley and San Diego.

On Saddleback, San Diego River Gorge, and Inaja Memorial trail systems, increased use has resulted in increased soil disturbance and erosion. The project would help improve user experiences and reduce erosion.

As part of their Earthquake Early Warning System the U.S. Geological Survey will be moving, modifying, or installing approx. 180 seismic stations in Region 5, California. The size of each existing station or new installation is about 200 square feet.

Changes to ongoing treatment program's 2013 EA - new areas to be treated, areas identified for reforestation, use of herbicide to prolong effectiveness of fuel breaks, and conduct limited treatment in recommended wilderness.

The Descanso Ranger District proposes to improve Boulder Oaks Campground facilities for the public by addressing deferred maintenance and resource protection needs as well as improving functionality and access.

Evaluate proposed changes to ongoing action: herbicide application; change the alignment of two fuelbreaks; standardize/remove requirements for cutting zones; update project area maps, acreages, and mitigation measures for accuracy and effectiveness.

Reducing fuel (50-foot radius) around 41 poles.

To renew AT&T's authorizations on the CNF. Renew one master permit with 135 amendments, one 50-year rights-of-way, one telephone booth, and one access on private road to telephone facilties.

The Palomar Ranger District proposes to partner with the San Diego Mountain Biking Association to provide a high quality single-track mountain bike trail system for the growing number of trail users in Ramona and Southern California.

Approve continued operation, maintenance and use of existing communications facilities and infrastructure located at designated communications sites on the Cleveland National Forest.

Prevent tree mortality of high-value oaks from the invasive goldspotted oak borer and suppress a recently detected satellite infestation from further spread to adjacent oak woodlands. Carbaryl(Sevin XL) insecticide would be used.

Approve continued operation, maintenance and use of existing distribution and transmission powerlines and infrastructure for Southern California Edison located within designated corridors on the Cleveland National Forest.

The Descanso Ranger District proposes to improve Laguna Campground facilities for the public by addressing deferred maintenance and resource protection needs and establishing a short accessible interpretive trail.

Approve deconstruction and replacement of an existing communications tower in the same footprint as the existing tower at the designated Pleasants Peak Communications Use Site.

Approve structural upgrades to two existing communications towers, as part of a special use authorization for Facility #6 at Santiago Peak designated communications use site. Structural upgrades will be located within the existing footprint.

Remove abandoned RV sanitary station improvements, and in the same area install a new advanced onsite wastewater treatment system, including associated tanks, leach system, and two new water quality monitoring wells.

Four special use permits for water storage tanks and associated access would be reissued. These water storage tanks have been in place for multiple years, and permit reissuance would allow continued occupation of the Descanso Ranger District.

Proposal to supplement the 2013 EA to add another tool for disposing treated vegetation. The 2014 DN/FONSI authorized vegetation treatments to reduce fuels in the wildland/urban interface around the communities of Mount Laguna and Pine Valley.

The Trabuco Ranger District proposes to treat vegetation along South and North Main Divide Roads and Long Canyon Road in order to mitigate the potential effects of wildfires. This project was expanded beyond its original focus on Elsinore Peak.

Current proposal is to supplement the 2013 EA. Decision completed in 2014 authorizing vegetation treatments on the Descanso RD to reduce fuels in the wildland/urban interface around the communities of Mount Laguna and Pine Valley.

The Palomar Ranger District proposes changing the Crestline Group Campground to a day use area. This would bring the site more in line with its current usage and allow a wider cross-section of the public to use the site.

Approve construction of improvements needed to operate a generator in Santiago Peak, Building 10. Improvements include a concrete pad with walls, under 50 feet of buried propane line, fence relocation and building modifications.

The Descanso Ranger District proposes to expand the boundaries of the Guatay Allotment to incorporate lands the have recently been acquired by the National Forest System. These lands have been previously grazed by the current grazing permittee.

Reconstruct an inoperable spring-fed wildlife water system along Pine Creek Road.

Construction activities are needed to repair areas disturbed by unauthorized road work on North Main Divide Road and Bedford Road.

The Descanso RD proposes fuel treatments in the vicinity of Alpine, California to reduce vegetation levels and mitigate the potential effects of wildfire. This project was expanded beyond its original focus on the Sweetwater and Viejas Creek area.

The purpose of this project is to enhance habitat conditions for native aquatic species on the Forest by removing aquatic invasive species.

The Cleveland NF proposes to issue a special use authorization for occupancy and use of government-owned facilities and lands at the Los Pinos Conservation Camp to the California Conservation Corps to be operated as an Education Center.

The project would reduce tree mortality of high-value oaks from the invasive goldspotted oak borer, thereby retaining shade and habitat and reducing hazards at the Oak Grove Campground and Fire Station and the Pine Hills Fire Station.

Two road crossings of Holy Jim Creek are barriers to fish passage. To improve fish passage and in anticipation of the restoration of steelhead runs in Trabuco and Holy Jim Creeks, reconstruction of these road crossings is proposed.

The proposed action is to adopt and/or construct Class 2 system trails to Three Sisters Falls and the summit of Eagle Peak, decommission and restore existing user-created trails, and construct a developed trailhead off of Boulder Creek Road.

The project involves constructing fuel breaks on private lands to reduce the risk to life, property, and resource values from an unusually severe wildland fire event in the greater Alpine area and improve fire suppression effectiveness and safety.

The project involves the reinforcement of the 80' radio tower foundation that would add a concrete matt slab, reinforcement of the legs and cross bracings, and increasing the height of the tower by 20 feet.

The Cleveland NF proposes developing a "master" permit to consolidate and reissue over 70 permits presently issued to SDG&E, which also proposes to “fire-harden” some of the electric lines to improve system safety and reliability.

A key area of coastal sage scrub has been type-converted to acacia scrub and grassland due to too-frequent fire. The area is approximately 60 acres at an elevation of 1,000 feet. The project site will be revegetated with coastal sage scrub.

The Cleveland National Forest received funding from the California Off-Highway Vehicle (OHV) Grants Program to decommission unauthorized routes, as defined by the 2008 Motorized Travel Management decision, that have the greatest resource impacts.

The Descanso Ranger District successfully implemented a pilot project to establish oak seedlings from acorns in several locations. This project expands the pilot project to allow for planting of oaks Forest-wide in appropriate locations.

Create and maintain defensible space on NFS lands in the vicinity of Lake Morena Village.

The existing dams on Silverado, Holy Jim, Trabuco, and San Juan Creeks impede stream flow and interfere with the movements of fish and other aquatic species. Demolition of the dams is proposed to remove these obstacles to fish passage.

The Angeles, Cleveland, Los Padres, and San Bernardino national forests propose to amend their land management plans with new guidance for roadless area management and land management plan monitoring.

Installation of a new electrical drop and service, water and control line distribution to a new reservoir site, the installation of a new 100,000 gallon reservoir and water distribution line extension to connect to the existing Laguna water system.

The proposed action would adjust the visitor use permit system by freezing maximum use levels at Cedar Creek Falls at 75 daily visitor use permits allowing up to 5 visitors each.

This project is to plan for weed treatment activities for known infestations of certain invasive plant species. Weed removal efforts may include herbicides. A rapid response weed treatment protocol for new infestations will also be developed.

Cabin owner at lot #22 of the Holy Jim Tract, Trabuco Ranger District, proposes to install a new well to a depth of 100 feet at a minimum. Cabin owner has three additional participants who wish to tie into the well for recreational use.

The proposed action is to continue allowing Riverside County Engine 51 and crew to use the facilities located at El Cariso Fire Station under a special use permit, for Firefighters and Paramedics conducting emergency activities and routine duties.

Through this project, several unauthorized routes would first be ripped using an excavator to loosen compacted soil, reduce erosion, and enable vegetation to become established. Then, metal barriers would be installed to prevent their further use.

Union Pacific Railroad has requested an amendment to their lease to replace a 60-foot tower with a new 120-foot tower at Sierra Peak, including a new concrete pad, a new ice bridge cable tray, a new smaller generator, and a new retaining wall.

This project was developed to prepare a management plan for the Wildomar OHV Area and improve its recreational value while remedying existing resource and infrastructure issues.

The Palomar RD proposes fuels reduction activities on approximately 4,010 acres within five areas of Palomar Mountain. The purpose of the projects is to reduce hazardous fuels, improve forest health, and provide community defense zones.

The Palomar RD proposes to install a new vault toilet and ADA path and parking space at the San Luis Rey Picnic Ground. The proposal includes the decommissioning and removal of an existing vault toilet in the floodplain of the San Luis Rey River.

The Trabuco Ranger District proposes to construct a fuel break 200' to 400' wide on the ridge between Silverado and Harding canyons to provide protection for the communities in Silverado and Modjeska canyons.

Irvine Ranch Water District acquired Santiago County Water District (SCWD), and has become the owner of improvements previously authorized to SCWD by two Special Use Permits. The proposal includes minor construction and restoration components.

The Trabuco RD proposes activities to manage vegetation in the Indian, Munhall, and El Cariso Penny Pines plantations in order to enhance the health and vigor of plantation stands and reduce susceptibility to insects, diseases, wildfire, and drought.

The Cleveland NF proposes to reduce and, where possible, eliminate further impacts from increasing numbers of non-native wild pigs on Forest Service land and water resources, including impacts to plant and animal species.

AT&T Corp. has applied for reissuance of a special use permit for maintaining and operating pre-existing fiber optic cable lines (conduit and aerial) and poles within 18.21 acres on the Descanso Ranger District along Old Highway 80.

U.S. Marine Corps proposes to conduct aviation training operations on the Trabuco District, including four to ten Landing Zones. The activities will involve helicopters (CH-53, CH-46, AH-1, UH-1) and tilt rotor (Osprey MV-22) air craft.

The Descanso Ranger District proposes changes to the Buckman Springs intersection to allow for improved traffic safety.

The project proposes a visitor permit and other measures to address issues of public safety, resource impacts, and overcrowding in the vicinity of Cedar Creek Falls. It will also likely include the renewal of the current closure order

The Cleveland National Forest proposes to construct a Type 1 helibase at Kitchen Creek above the Cameron Fire Station. The size of the helibase would be approximately eight acres.

The Forest Service was a cooperating agency, assisting the Bureau of Land Management (BLM) in that Agency's geothermal leasing analysis and decision. The BLM issued a record of decision on 12/17/2008.

The Trabuco Ranger District proposes a vegetation management project along part of a fuel break that runs from Bald Mountain to Sierra Peak, and which includes ridgelines above Bedford, Eagle, Manning, Main Street, and Hagador canyons.

Replacement of instream roadway crossings with bridges and removal of instream dams to improve stream habitat and allow passage of aquatic organisms.

Eradicate with herbicide invasive Spanish Broom along the roadway to improve visibility, clear the roadway for vehicle passage and reduce fire risk.

The Palomar RD has combined projects previously listed under separate EAs. These previous projects are the Indian Flats, Sunshine Summit, Warner Springs, North Ramona, Chaney, and Puerta La Cruz Road defense zones and fuelbreaks.

The Cleveland NF proposes to authorize grazing on the Laguna Meadow allotment under a new allotment management plan.

The Cleveland National Forest proposes to authorize grazing on the Laguna allotment under a new allotment management plan.

The Trabuco RD proposes to treat portions of the community defense zone and threat zone around Decker Canyon, El Cariso, Rancho Carillo, and Rancho Capistrano. Approximately 465 acres will be treated by mechanical or hand methods or prescribed fire.

The Descanso Ranger District proposes to remove hazardous materials from the abandoned Laguna Air Force Base, demolish and remove abandoned buildings and other associated facilities, and restore the site to a naturally functioning landscape.
