Kisatchie National Forest — Project Detail

Mr. Waters is proposing the use of Forest Service Road 813 to access his private property located just North of Caney Lakes Recreational Area in Minden, Louisiana. Mr. Waters proposal would only use the last .25 miles of Forest Service Road 813.

The project area is approximately 5,572 acres which includes activities of thinning, clearcutting, site preparing, planting of yellow pine, releasing seedlings, mechanical fuel reduction, herbicide application, RCW cavity installation, etc.

Private Driveway permit (20 Year) for access across existing wooded well kept non-paved access road approximately 30 foot wide by 100 feet long to private property and existing residence with generator/solar power and well water.

Gives Mr. White access to his private property using road W104J which is approximately 25 foot wide by .25 miles long, totaling .68 acres. For 20 years. He will place a gate at the entrance to the road which is already blocked off to the public.

REISSUE EXISTING EXPIRED PERMIT

Cleco is looking to run power to private property located in Compartment 6. To accommodate this line it will requiring clearing .6 ac of land to build the line.

BellSouth is proposing to bury copper cable in a existing ROW at a depth of 36in. The project area will be approx. 626ft along HWY 126 between HWY 1233 and HWY 501.

This permit will be to grant use and upgrade road CO70I for permanent access to private land. This permit consist of 0.56 miles in length and 3.6 acres.

Project involves treatment on 2,233 acres. Involving thinning and restoration.

Germantown Water Systems Inc proposes to replace FS 801 water line.

The North American Trail Ride Conference (NATRC) has requested a recreational special use permit that would allow them to host a equine trail ride that is judged and timed on the Gum Springs Horse Trail. The event would be held on September 8 thru 10

The proposed action is within an existing recreation site and will utilize an existing logging deck and CN04B for access, resurfacing up to one and one-half acres for parking area and boat launch with SB2 class 7 granite aggregate.

Timber stand improvement and wildlife habitat improvement across the entire Calcasieu Ranger District.

Special Use Permit for a Driveway to access home and 5 ac of non-FS land that is surrounded on all sides by USFS property. Access will use FS road E017P and existing CLECO Powerline ROW to SW corner of LeMoine Property and encompasses 0.5 acres.

Beautification of approximately 7 scenic overlooks throughout the Kisatchie Ranger District. Work could include timber harvest/tree removal/bushhog to accentuate view.

Construct a single-track, multi-directional trail for motorcycles, bicycles, and hikers including two trailheads, signs, etc.

Project located on Kisatchie Ranger District and will consist of clear cut and planting longleaf pine for restoration, commercial thinning, first thinning for forest health, and RCW habitat maintenance.

Creation of a 0.8-mile non-motorized nature trail connection from the current Valentine Loop Trail to the Wild Azalea

Purpose is to issue a Special Use Permit Access from Mr Brasseaux Property off LA 119, through FS property using an existing woods road to access 40 ac owned by Mr. Brasseaux along Bayou Pierre. Less than 5 acres will be impacted by access road.

The proposed hiking, biking, & running trail would be approximately 2 miles. The proposed trail is planned within a .5-acre tract of land on the forest.

Thinning approximately 2,707 acres in compartments 29 & 38 of the Catahoula Ranger District of the Kisatchie National Forest. The proposed actions include first thinnings and intermediate thinnings.

Kisatchie Ranger District is changing designation on multiple roads throughout the District

This proposal is for amending Special Use Permit #CAT35 that will allow AT&T to place a secondary fiber optic cable on existing pole and in existing, designated Right-of-Way. This is on .37 acres.

Repair and Rehabilitation of Recreation areas due to Wind events

MicroSeismic, Inc needs the ability to set up equipment on district. The equipment are wires that listen to noises on and below the surface. The wires will be placed above ground. No more than 3 miles will be on the district.

Measurements of the Earth's natural magnetic field are made by burring a magnetometer cylinder 6in diameter,18in long in a hole of 3ft deep.The electrical field is measured with two 100yd wires which are on ground surface.

Renewal of existing special use permit with no changes to authorized facilities or increase in scope or magnitude of activities. This permit covers .02 acres and is described as a parcel of land 20' x 20, and government owned improvements.

The purpose of this project is to enhance the availability of the current range of recreational opportunities available on the Gum Springs Lake. The actions include:Establishing the trail, adds a parking lot, a viewing pier, a Gazebo, and bathroom.

On the Kisatchie Ranger District, within the red-cockaded woodpecker Habitat Management Area, preform mechanical removal of misdstory vegetation on RCW nest and foraging habitat, artificial cavity installation and cluster maintenance.

Replace existing restroom facility with flushing toilets with a CXT Vault type at the Longleaf Vista on the Kisathie Ranger District.

Repair/Replace/Repave the current infrastructure within the Caney Lakes Recreation Area. Replace Waterlines, Repair/Replace Current Lift Stations, and Repave all roads and parking lots within the Caney Lakes Recreation Area.

Proposed replacement of the existing Restroom at Corney Lake Recreational Restroom. The current restroom is in dire need of replacement. We are proposing to replace the current cinder block restroom with a flushable CXT concrete restroom.

RCW artificial cavity, intermediate thinning, longleaf pine restoration,, shortleaf pine restoration, first thinning, natural community restoration, removal of non-native invasive species, and road maintenance.

BellSouth has requested an amendment to permit# CAT35 for replacement of copper cable to fiber optic in an existing ROW. They are requesting to place fiber cable from US Hwy 156 to 197 Ash. St.

Amend an existing authorization issued to Bellsouth Telecommunications/ATT, Special Use Permit #CAT35. Amendment 21 will authorize Bellsouth/ATT to place fiber cable with the existing right-of -way.

Renewal of existing special use permit with no changes to authorized facilities or increase in scope or magnitude of activities. Permit authorizes approximately 7.62 miles of 3" water main within a 10-foot ROW easement within the forest boundaries.

Installation of fiber optic cable in 1.25" conduit along the state right of way of LA Highway 156 to Goldonna Elementary School approximately 13.93mi or .47ac in distance. All cable will be placed by directional bore, 18" off of the back of ditch.

Mr. Carrico is proposing to use the existing Forest Service road CN4G to gain access to his personal property. It is only 600 feet from Forest Service road 902 on Forest Service road CN4G until it runs into Mr. Carrico's property.

Repair and maintenance of recreation facility: Repair damaged picnic table and kiosk roofs at the Caney Lakes Recreation Area by installing metal roofing over damaged asphalt shingle roofs

Treatment of off-site species by commercial timber harvesting, invasive species treatment and replanting of native species to improve resiliency to insect and disease.

Project would implement intermediate thin of approximately 2,737 acres, first thin of approximately 126 acres of southern yellow pine, and allow for non-native invasive species treatment promoting a more resilient ecosystem.

Renewal of Claiborne Bombing Range Special Use Permit CAL0004-04, issued to 307 BW/CC of USAFB Bossier City , LA. The SUP is part of an IA between thee USDA, USFS, KNF and DOD, USAF, Barksdale AFB 307 BW/CC. No changes to existing current agreement

Proposed activities will consist of authorizing the Breezy Hill Dirt Riders Club to construct a temporary trail approximately 14 miles in length with an average width of 4 feet.

Removal of trees to protect public water wells and generators

Fuel management program for the Caney Ranger District and amend plan regarding number of acres to be prescribed burned in a year, growing season burns, and procedural updates

Water Works District #3 wishes to construct a water test well on property owned by the US Forest Service in the commonly known Camp Livingston area. The proposed pump station will connect to the existing 20" water main on Camp Livingston road.

To reduce the risk of SPB epidemic and damage, increase the resilience to SPB outbreaks, and reduce the amount of NNIS all the while restoring native pine species (longleaf and/or shortleaf).

AT&T proposes to place an underground fiber optic cable from the existing power pole located across from district office to #557 Work Center Rd location.

proposed actions include clear cut with longleaf pine reserves, mechanical site preparation for planting, planting longleaf pine seedlings, mechanical release, road maintenance for access and erosion control

Kincaid Lake Aquatic habitat Improvement done during draw down of lake improving vegetation and structures.

ATT proposes to place buried fiber optic cable within Kisatchie National Forest boundary along the LA DOTD R/W of LA HWY 3130. Approx. 3.3 ft. of La HWY 3130 shows to be within KNF boundary.

At&t proposes to place approx 3,507 feet of aerial fiber optic cable on Kisatchie National Forest land. This cable will be placed in the air on existing Cleco power poles.

CCG proposes to conduct a 3D seismic survey, which encompasses approx. 16.74 square miles of the KNF within 12 compartments in Rapides Parish, LA. The purpose of the survey is to provide a high resolution image of the subsurface geological features.

AT&T proposing to bury a fiber optic line from Gum Springs Rd to tower site off the Lakeshore Dr, for a distance of 30585 feet on USFS lands in Road ROW. Along Hwy156, Tom Carson RD, Coldwater Rd, Lakeshore Dr.

The Catahoula is proposing to construct approximately four miles of trail that would go from the Stuart Seed Orchard to Stuart Lake recreation area.

Control aquatic invasives in Little Cypress Pond, Government Pond, Fullerton Lake, and Valentine Lake. Control non-desirable plant species at Fullerton Recreational Area and Camp Claiborne.

Improving FS roads 146B & CO87B to allow for all-weather or year-round access to private property.

Special use permit reissuance for existing buried mill water line and natural gas utility service line alongside of existing mill water supply line in an existing Right-of-Way.

The project area is approximately 6,931 acres which includes activities of thinning, clearcutting, site preparing, planting of yellow pine, releasing seedlings, mechanical fuel reduction, herbicide application, RCW cavity installation, etc.

Renewing the US Marshalls' special use permit for two parcels of land located in Grant and Rapides Parish, Louisiana. Area No. 1 contains approximately 37 acres. Area No. 2 contains approximately 87 acres.

Project proposes to amend existing special use permit governing vegetation maintenance in rights-of-way along Cleco distribution lines within Kisatchie National Forest. Permit allows mechanical methods; amendment requests addition of chemical methods

Utilizing goats to control understory brush and non-native invasive plant species on approximately 55 acres.

Treatment of 2,966 acres of commercial harvest treatments including restoration, thinning, and Nonnative invasive species. This will reduce the SPB risk in these areas.

Reissuance of a special use permit for a Right-of-Way of various widths a distance of 3.4 miles to Enable Gas Transmission, LLC, Gas Pipeline for a gas transmission pipeline. No new construction or timber removal is proposed.

2.87 miles of 4 inch pipeline to connect wells on proposed Petro Hunt USA 32 into existing Petro Hunt USA 34 wells. Pipeline would be buried 3 feet deep; 9,077 feet would be trenched in the road right-of-way, 6,080 feet would be horizontally drilled.

PROJECT WILL CONSIST OF DECOMMISSIONING THE TURTLESLIDE CAMPGROUND REMOVING FOUR FACILITIES, ALL CAMPSITES/PADS, AND CAMPGROUND ROAD. SITE WILL BE RETURNED TO A NATURAL STATE ONCE DECOMMISSION IS COMPLETE.

Reduce hazardous fuels, improve RCW habitat, and restore native communities on up to 20,000 acres per year after a wind event by timber removal, mulching, lop and scatter, shear and windrow, chopping, herbicide, fire, and regeneration

Various management actions to enhance Louisiana pearlshell mussel populations and habitats to maintain reproducing, self-sustaining populations

first thinnings, intermediate thinnings, and clear cuts with longleaf pine reserves. RCW habitat improvement and colony maintenance, hardwood midstory control and artificial cavity installation.

The proposed actions include first thinnings, intermediate thinnings, and clear cuts with longleaf pine reserves. The thinning of these stands and promotion of longleaf pine will reduce the hazard rating for southern pine beetle (SPB) outbreaks.

Treatment of off-site species by commercial timber harvesting, invasive species treatment, and replanting of native species to improve resiliency to insect and disease.

The Winn Ranger is proposing to remove debris from the Saline Bayou from Louisiana Highway 126 near Readhimer Louisiana to where the Saline Bayou enters Saline Lake. Debris blocking channels will be removed by hand crews and boat.

1). Remove trees blocking line of sight to triangulate by thinning stand to 40 BA and removing tallest trees. 2). Thin 3 young longleaf stands while able to access area. 3). Create sediment catching holes lined with rock on either side of new bridge

Commercial thin 152 acres of pine to 60 square feet of basal area.

This project will more appropriately assign HLV and OHV access on forest roads.

Commercial harvest treatments on 1,881 acres to promote resiliency and health of our national forest.

Salvage of 240 acres on the Calcasieu Ranger District (Vernon Unit)

Timber stand and wildlife habitat improvement through the thinning and control of undesirable, noxious, and invasive brush utilizing up to 20 goats

Commercial thinning of approximately 64 acres of overstocked pine stands to increase forest health and vigor in these stands.

Mulching all understory vegetation with machinery on approximately 200 acres to lie within 6 inches of the ground.

Compartments 75, 360, 361, 362, 364, 365

Salvaging timber that was damaged on October 31, 2018 from a tornado in compartments 99, 100 & 102. Site preparing, planting and releasing containerized longleaf pine seedlings within salvage are boundaries.

Authorization to bury a 6inch water main to tie two water systems together in case of emergency situations in either water system.

The objective of this project is to thin overstocked loblolly pine in order to prevent insect & disease outbreaks and promote forest health within stand 2 of compartment 15.

Project will consist of using chainsaw to release young pine.

Cut and leave hazard trees east of the Right-of-Way of Hwy 167 starting from Forest Service road 556 going south to LA Hwy 472 on the Catahoula Ranger District. Approximately 100 trees will be cut along the 5 mile stretch of highway.

Line Extension amendment to Entergy Special Use Permit

Release Longleaf Pine from competing vegetation.

This project will salvage timber from tornado damage areas on the southern portion of the Winn RD.

Planting of 61 acres on a 7X7 spacing

Project includes Thinning, First Thinning, Longleaf Pine Restoration, Midstory Treatment, and Invasive species treatment and prevention in Compartments 45, 46, & 47.

Commercial Harvest Treatments of 2,539 acres to improve the health and resiliency of our national forest.

Reduce the risk of southern pine beetle (SPB) epidemic and damage, increase the resilience to SPB outbreaks, improve stand health, and reduce the amount of Non-native Invasive species (NNIS) in the project area.

Prescribe burn in FY2015-FY2025, 78,485 acres in combination of growing and dormant season burn and 18,098 acres in only dormant season burn throughout the Kisatchie Ranger District.

Improving approximately 70 acres of RCW habitat in compartment 70.

Red-cockaded Woodpecker Recruitment Thinning in Compartment 71.

The Kisatchie National Forest has received a special use permit application from a private individual requesting a right-of-way (ROW) to install a 20 ft. wide by approximately 2,300 ft. long waterline within the existing ROW of the forest road C094J.

Silhouette is an ecosystem management project in compartments 69, 70, 71, 72, 73, 74, 86 & 87 that involves thinnings, clearcuts, plantings, road status changes, herbicide application, etc.

Thinning, First Thinning, Restoration, Midstory, and Non-Native Invasive Species Treatment

Renewal of special use permit for the continuation of operation and maintenance of gas line presently on site.

We have received a special use permit application from Suddenlink Communications requesting a right of way (ROW) to install a fiber optic line within the existing road ROW of US Highway 165 which is within National Forest Lands.

Pre-commercial thinning with hand tools and/or mechanical methods to improve tree vigor and growth in on approximately 43 acres. Hand tools would be used for brush control activities in order to reduce competition on approximately 80 acres.

The handtools will be used to reduce brush that chokes out the seedlings and keeps them from growing height sooner.

The Calcasieu Ranger District is proposing to reclaim an abandoned gravel pit (Compartment 11). This will include shaping and smoothing of pit walls and gullied areas, and seeding for erosion control purposes. A sediment pond will also be installed.

The Forest Service proposes to grant an SUP to AT&T to place a buried fiber optic cable along the north and south Right-of-Way of LA Hwy 8 beginning approximately 2,050 feet west of Haw Creek for approximately 1.2 mile

Re-Issue a special use permit to XTO to replace the existing expired permit for their 30' ROW for the operation and maintenance of a 10" pipeline within the Caney Ranger District. No new construction or other changes to existing permit.

256 acres of longleaf pine restoration, which include clearcut with reserves, mechanical site prep, planting longleaf pine, chemical or mechanical release, road maintenance for access and erosion control

The Forest Service is proposing to improve roosting and nesting red-cockaded woodpecker (RCW) habitat, promote forest health, and improve soil & water productivity and function on approximately 5,855 acres in and around the Camp Livingston site

Conduct subsurface mineral investigations by boring up to 20 feet deep without casing at two (2) locations with five (5) bore holes at each site. Investigation will identifiy the extent of gravel deposists for potential future pit development.

Gravel Pit Reclamation of 36 acres on the Vernon Unit of the Calcasieu Ranger District. Tree removal followed by recontouring and planting of Longleaf Pine and seasonal grasses.

Removal of 5 administrative buildings and associated demolition activities

Replace existing internet service to Winn Ranger District Work Center with new fiberoptic cable.

Kisatchie Bayou Camp Rehabilitation would include, convert 8 over night campsites to day-use sites, install concrete stairs for bayou access, install rip-rap for streambank stabilization, relocate toilet away from eroding bank, reconfigure parking.

This Permit Application is for a driveway that is already there but NOT permitted. It is approximately 354 feet across Forest Service Property with 0.067 miles in distance.

Thinning of 1st Thinning stands throughout the Winn Ranger District.

The Caney Ranger District is proposing to restore native shortleaf pine/oak-hickory communities by applying commercial thinning treatments and clearcut harvests on approximately 3,430 acres in the Caney Unit of the District.

Replacement of Vault toilet at Government Pond Recreation Site

To reduce the risk of SPB epidemic and damage, increase the resilience to SPB outbreaks, improve RCW foraging habitat, and reduce the amount of NNIS all the while restoring native pine species (longleaf and/or shortleaf).

Restoration of Longleaf Pine and associated activities across the Winn Ranger District to improve forest structure and resiliency.

This project will enhance habitat for the Louisiana Pine Snake, improve forest health, and reduce/remove non-native invasive species.

RCW Habitat Improvements, thinnings, road closures, non-native invasive plant specie treatments, pre-commercial thinning, etc.

Longleaf Pine restoration on 247 acres in Compartments 53, 65, and 67. Included is clearcut with reserves, mechanical site preparation, planting longleaf pine seedlings, chemical or mechanical release, road maintenance, and erosion control.

Endangered species habitat maintenance

Pine Thinning, Longleaf Regeneration, Road maintenance and reconstruction, bog restoration, Horse/ UTV Trail Maintenance, RCW habitat improvement, Campground maintenance, Non native plant species, and boundary maintenance.

Within the Valentine Lake Recreation Area, add a connecter trail to two existing trails on either side of Valentine Lake to make a loop trail. Add a boat ramp for small boats ie, canoe, kayak, Jon boat.

This is the supplemental EA to the Catahoula Prescribed Burning 2012 - 2017 EA and decision.

Reduce the possibility of catastrophic wildfire and southern pine beetle outbreak by intermediate thinning of 1,918 acres and first thinning 118 acres. Convert 222 acres back to native shortleaf pine using the clearcut harvest method.

The project involves improving existing woods roads CO56F and CO56D to allow for all-weather or year round access to private property.
