San Bernardino National Forest — Project Detail

The USDA Forest Service proposes to create defensible space within and around administrative sites on the San Bernardino National Forest, Mountaintop Ranger District.

In 2019 this foot bridge was crushed by a fallen tree. The bridge needs complete replacement. It is now a safety hazard for visitors. Repairs will be on the boardwallk and minor asphalt repairs.

The proposed action is prescribed burning, both broadcast and/or pile burning. The intent is to reintroduce fire into high-frequency, low severity fire-adapted ecosystems. Prescribed fire within chaparral would be avoided to the extent possible.

Continue authorizing ~150 expired permits for variety of uses including but not limited to transportation, sanitation, energy & water. Uses ongoing/continuous; action is administrative only, does not authorize ground disturbance or changes to permits

Tropical Storm Hilary caused damage to multiple roads throughout San Bernardino National Forest (SBNF) due to massive flooding. Damage to the roads include culvert failures, sections of roads being washed away, and complete road failure.

Designation of Turk's Point as a Communications Site and issuance of lease to Renegade Towers as a Facility Manager of a multi-carrier facility

This project is to renew the operating permit for Anza Electric, the public utility on the southern half of the San Jacinto Ranger District. Occurs within the Pyramid Peak B, Horse Creek Ridge, Hixon Flat, and Cactus Springs B IRAs

Requested Mineral Withdrawal to implement portions of the Carbonate Habitat Management Strategy, and also to enable mitigation elements of two separate proposed mining projects on the San Bernardino National Forest. Decision authority is with DOI.

The Southern California Edison Co. is proposing to replace 385 wood poles with light weight steel poles; replace, remove and install 200 anchors and down guys; and re-conductor the overhead 33kV line along the Doble Circuit.

Permit to authorize UCSD for HPWREN cameras to provide real time situational awareness for wildfires for federal, state & local fire agencies. Cameras & radios would be underneath the existing fire lookout and solar panel added to roof.

The Lytle Creek Hazardous Fuels Reduction Project will focus on treating fuels in Lytle Creek Canyon and San Savaine Ridge in order to reduce the overall volatility of the are during a wildland fire while protecting natural resources and communities

Landscape scape restoration project on the north side of the Big Bear Valley. Treatments focus on community protection and restoring natural conditions of periodic fire to the landscape using prescribed fire and mechanical treatments.

The project would monitor oak habitat deemed most susceptible to infestation from the goldspotted oak borer. Oaks found to be infested would be treated on an individual tree by tree basis on up to 2800 acres across the Forest.

Designate a new low-power non-broadcast Communications Site at Green Valley Lake. Issue a lease to SB County Info Service Dept for a Private Mobile Radio Service facility - 115' mono-pole, a 20'x20' equip shelter & diesel generator in 6'x8' building.

Seasonal closure in the Holcomb Valley area for resource protection and public health and safety. Gates would be installed, and closed by Forest Order based on wintery conditions when driving would be unsafe and damage the roads and other resources.

This project would decommission system roads, and redesignate one system road as open to administrative use only. Project emphasis is on the Holcomb Valley Baldwin Lake Special Interest Area, with two roads beyond the SIA.

Issuance of a 20 year FLPMA special use permit to RFNHND Kennedy Trust for use and maintenance of an existing 20 foot wide by 0.23 mile long access road from Hwy 74 to privately owned property on Lookout Mountain.

Fuels reduction within a 21,000-acre analysis area to reduce the risk of high intensity wildfire to adjacent communities, organizational camps, and recreation residences. Occurs within Sugarloaf IRA.

Designation of Snow Summit Communication Site & preparation of a Communication Site Management Plan; Issuance of a communications use lease to Eco-Site for the construction, operation and maintenance of a cellular/wireless communications facility.

Development of a Wild and Scenic Comprehensive River Management Plan (CRMP) for Bautista Creek, the North Fork of the San Jacinto River, Palm Canyon Creek and Fuller Mill Creek. Occurs within Hixon Flat, Rouse Hill, and Pyramid Peak A IRAs.

Assess grazing allotment, grazing program, and ensure compliance with the Forest Land Management Plan and the 1995 Rescission Act for the Garner Allotment.

Improve wireless communication coverage along Hwy 38 btwn Angeles Oaks & Mountain Home Village area with a small facility designed to accommodate multiple carriers. The site would be designated and an authorization would be issued to Renegade Towers.

issuance of a special use authorization to T-Mobile for the construction, operation and maintenance of one (1) 25kW diesel generator with belly tank on a 4'-7" x 10'-3" concrete slab with containment curb.

Issuance of a Special Use permit to Frontier to add fiber optic lines onto existing overhead power lines.

Issue a FLPMA permit for existing 300' x 12' dirt driveway to Makerville for the maximum allowable term under Forest Service Special Uses Handbook 2709.11, Chapter 10 (currently 30 years but subject to change with handbook revisions).

Replanting of conifers in areas that were previously forested prior to the 2018 Cranston Fire.

Protection of special status plant and wildlife species and their habitats as well as cultural resources, through simple restoration methods and/or placement of barriers on an as-needed basis on the San Jacinto Ranger District.

Authorization for 2280' underground fiber optic line within existing dirt road northeast of the Pinyon Pines Community NE from the corner of Pinesmoke Road and Stonecrest Road.

Mitsubishi Cement Corporation (MCC) is proposing to develop and reclaim a new 153.6 acre high grade limestone quarry, the South Quarry.

Existing Designated Lakeview Point Communication Site. Propose to authorize Vista Towers, LLC to construct and operate a multicarrier cellular facility adjacent to existing Frontier Communications microwave facility.

Authorize ATT to build &operate: 8'x8' shelter, H-frame with 3 small utility cabinets, 30kw generator on a 4'-6" x 10' slab, & 499 gallon propane tank on slab. All within the 31' x 23' existing fence. Co-location on existing county owned tower.

Improve wireless communication coverage along Highway 74 between Mt. Center and Garner Valley with a small gap-filler facility off of 5S05 near Keen Camp Summit, designed to accommodate multiple carriers.

Cut and remove dead and dying trees as well as some green trees to reduce hazardous fuels in the community defense and threat zones along the North Shore of Big Bear Lake.

Admin sites: may include rec cabins, comm sites, lookout towers, campsites, stations, trailheads, evacuation routes & special use permit areas lack adequate defensible space from wildfire. Will reduce hazardous fuels within defense zones by veg type.

Existing US Forest Service radio repeater facility would be Designated as a site and Mile High Amateur Radio would be permitted to co-locate equipment on the tower and building.

Upgrades within fence: replace 5 wooden poles with 1 steel 80' lattice tower, replace wooden roof with metal, replace 3' door with 4'. Would improve microwave paths/function, make site more fire safe & consolidate structures. County is only site user

Issuance of a new special use authorization for existing communications uses on the San Bernardino National Forest, for a new term to replace an existing or expired special use authorization.

Riverside County Sheriff Search & Rescue would be permitted to place equipment in the attic of the Tahquitz Peak Fire lookout to support search & rescue communications & to support current USFS radio repeater system.

Omya California is submitting to the Forest and County an amended Plan of Operations and Reclamation Plan for expansion of the Butterfield 3 and Sentinel Quarries.

Installation of new 50' steel tower to replace existing wooden poles, and one new ~8 x 12 shelter and generator. Part of county's public safety radio system upgrade which will provide better radio coverage in Cajon Pass.

Underground fiber optic lines at Bertha Pk, Crest Park & Strawberry Pk Communications Sites. Would provide backup & be primary source for emergency services during bad weather, also improve signal strength for more effective overall communication.

Installation of fiber optic lines on existing power/phone poles from Keen Camp Summit thru May Valley to Bonita Vista Community

Removal of hazard trees, reforestation of burned areas, repair of roads and trails, and invasive plant control.

Approve continued operation, maintenance and use of existing distribution and transmission powerlines and infrastructure for Southern California Edison located within designated corridors on the San Bernardino National Forest.

Cajon Mountain currently has a Forest Service radio repeater facility. Propose to Designate it as a multiple facility Communications Site and authorize Mobile Relay to add a 40' monopole and small pre-fabricated building on an existing cement pad.

Authorize construction and maintenance of improvements to the Mountain Bike Park and other uses, all within the developed permit area along existing ski trails and service roads.

Replacement of California Highway Patrol's 60ft communications tower, that fell in 2016, with new 80ft tower at Keller Peak Communication Site.

Existing fiber optic facilities at Cajon Junction require microwave backhaul support. Propose to authorize AT&T to install 30' monopole at end of Wagon Train Road to support microwaves.

Nestle Waters Inc has requested renewal of their special use permit. The Forest has assigned an interdisciplinary team to begin the environmental analysis and to determine the level of NEPA that will be required, to be determined through scoping.

Permit Freedom Telecommunications LLC dba Wilcon for installation & maintenance of 11,393 feet of aerial fiber optic line from Hwy 18 to Keller Peak on existing SCE power poles & 100 feet of underground line into the Keller Peak Communications Site.

Installation of cattle guard at the junction of Little Thomas Mountain Rd and SR-74

Issuance of a 30 year lease to Vista Towers to construct/operate a multi carrier cellular site. It would improve wireless communication coverage and capacity in the south Big Bear area, specifically Woodlands, Erwin Lake and along Highway 38.

Communication site designation and issuance of a 30 year lease to Vista Towers, LLC for construction and operation of a multi-carrier cellular facility.

The Proposed Action involves maintenance/repair work of NFS roads 5S06 and 5S10, replacement of damaged gates, and signing and barricading up to 2 miles of unauthorized roads and trails in the Alvin Meadows and Chimney Flats areas.

Calfire's current wood pole needs replacement. AT&T has agreed to replace it with a steel pole and expand the fence line approx. 20' on one site and install solar panels, so they may co-locate in order to provide microwave backhaul for AT&T network.

This project intends to reduce and maintain sparse levels of available fine fuels directly adjacent to roadways that are a consistent source of fire propagation along Interstate 15, Highway 138, and Cajon Boulevard.

Caltrans has had a communications facility at Cajon Summit for 30 years, the Forest Service intends to issue a current lease for their existing facility. CHP also uses the facility. The facility provides critical communications in the Cajon Pass.

Issue a communications use lease to Sprint PCS Assets, LLC for their existing facility (Sprint site# SB33XC220) near Greys Landing in Fawnskin: a 48' wood monopole, an underground equipment vault, retaining wall, power cabinets, and telco box.

Analyze the environmental impacts of re-issuing an expired special use permit to the Fontana Union Water Company for the operation and maintenance of a soft plug dam on Lytle Creek.

Installation of a full dual rider zip line, 630 feet in length. Location is on National Forest System Land within Camp Paivika in the Crestline Area.

Expansion of Kinder Morgan gas pipeline from Corona CA to Las Vegas NV to authorize a new 16" pipeline. BLM is lead federal agency.

USGS monitors seismic activity. FCC frequency change requires that USGS constructs new 100' tower to replace overloaded 40' tower. Utilization of temporary portable tower for new frequencies until construction complete. 2 old towers will be removed.

Reforestation including tree planting and hazardous tree removal to address safety concerns along roads and trails within the Lake Fire burned area.

The project would introduce fire to chaparral areas to create a mosaic of age classes and will reduce fuels in the project area.

Create a system of non-motorized trails in May Valley utilizing existing non-system roads and trails, as well as construction of a few new routes.

Issuance of a new special use authorization for the construction, operation, and maintenance of a 36 inch natural gas transmission pipeline within West-Wide Energy Corridor #108-267 (Cajon Pass).

Reissuance of 30 year permit to PPPOA for existing 80' x 8' (.015 acres) for mailboxes, secure outgoing mail box, large incoming mail parcel box & 2 community bulletin boards. Purpose: Update permit. Need: safe reasonable access for community & USPS.

Reissue permit for 30 years for 52' (fifty-two feet) of pipeline (0.001 acres) for transporting permittees' ground water across USFS from private land to private land. Plastic tubing is attached in the summer then removed in winter.

Proposal to evaluate adding OHV trails to the forest motorized trail system. New trails would be from near Rattlesnake Mountain, southeast to Big Pine Flat.

Amendment to Cal Pacific Towers' lease, authorizing the construction of a replacement equipment building & structures: 32foot x 37foot building, propane tank, generator, & 68foot x 75foot perimeter fence in existing footprint of previous building.

New project based on original, larger allotment review. Assess grazing allotment, grazing program, determine compliance with Forest Plan and the 1995 Rescission Act. Occurs within the Pyramid Peak A IRA.

10 year permit to RCDWR for transfer station for grinding of greenwaste from fire abatement - logs, brush, trees, pine needles - from local area; & for acceptance, temp storage & transfer of Recycle-Only Household Hazardous Waste from local residents

Construction of an approximately 1.75 mile long trail from the top of Snow Summit down to the Towne Trail, suitable for low-intermediate mountain biking and other non-motorized uses. This includes a 0.65 mi reroute of the existing Hike-a-Bike trail.

Reconstruction of Black and Marion Mountain roads

Decommissioning of the Southern California Edison FERC San Gorgonio License

Dismantle and seal pipe to public access of Bay Tree Spring water source along Highway 243.

This project will authorize an easement for Hog Lake Road to the BIA on behalf of the Ramona Tribe and allow for paving, drainage improvements and safety measures including signage and extended lines of sight

Forestwide utility pole/switch replacement on Southern California Edison distribution lines.

Reduction of hazardous fuels using a combination of hand, mechanical, and prescribed fire treatments over approximately 864 acres in the San Jacinto Mountain Range.

The Angeles, Cleveland, Los Padres, and San Bernardino national forests propose to amend their land management plans with new guidance for roadless area management and land management plan monitoring.

This expired permit has been issued to the Board of Supervisors for Crest #1/County Fire Protection District and is being transferred to the San Bernardino County Fire Department. No changes to the authorized facilities or activities is needed.

Widen the Apline Pedal Path by 3 feet so it can better handle the current volume of foot and bicycle traffic.

Pioneer Green Energy proposes to install up to 4 meteorological towers to determine feasiblity of wind energy generation.

Maintenance of trails in the San Jacinto Wilderness

Reissue 5 year permit to University of California Riverside, Deep Canyon Research Center, to continue scientific non-disturbing research on the desert environment. 2 transects & 1 photo site are located on National Forest System Lands.

Authorization and construction of mountain bike trails both on and outside of ski runs

reforestation of approximately 30 acres in the Gobbler Fire area

Hazard tree reduction and reforestation of approximately 313 acres in the Mountain Fire area

DWA's current permit is expired. The water system (pipelines, reservoir, and access roads) serves the City of Palm Springs and the community of snow creek. Hydroelectric power generated. The permit needs to be renewed and updated.

The Pine Cove Fuelbreak was last treated in 2005 and regrowth is reducing the effectiveness of the fuelbreak. Need to reduce the fuel loading on 220 acres on the fuelbreak through mechanical, hand treatment, and prescribed burning.

Renewal of a 10 year permit for operation and management of transfer station to Riverside County Waste Management Department.

Replacement of poles and switches as on NFS lands as a result of Highway 138 realignment.

Reconditioning of NFS roads 3N05 and 3N09

Restrict motorized access into the Deep Creek Inventoried Roadless Area (IRA) and restore undesignated routes.

Big Bear Municipal Water District wants to take precautionary measures to secure existing fractured rocks located on either side of the dam in order to prevent damage to the dam in the event it is overtopped.

Relocation of powerlines from trees to new powerpoles. This work has been proposed by Golden State Water Company, otherwise known as Bear Valley Electric Service as maintenance under Authorizations BBD40920 & BBD409301.

SCE is proposing to replace a failing CIC cable that currently runs from pole X5826E to burd switch S5311726 located with an existing cell site. The project will consist of 1,500 feet of new trench and three box-pulling structures.

The development of an OHV Staging Area in Miller Canyon will be evaluated to accommodate the existing use and protect sensitive resources.

Issuance of a 20 year special use permit to private land owners for driveway to a private residence and a standard issue metal mailbox and newspaper box. Right-of-way 85'long, 18' wide.

The Strawberry Fuelbreak was last treated in 2001 and regrowth is reducing the effectiveness of the fuelbreak. Need to reduce the fuel loading on 96 acres on the fuelbreak through mechanical treatment, hand treatment, and prescribed burning.

The West Ridge Fuelbreak was last treated in 2006 and regrowth is reducing the effectiveness of the fuelbreak. Need to reduce the fuel loading on 70 acres on the fuelbreak through hand treatment.

Eradication, control, containment, and/or suppression of existing and new infestations of invasive plant species in the Mill Creek Watershed using herbicides, manual, mechanical, biological, and fire wilting methods. Occurs within Raywood Flat B IRA.

The Mountaintop Ranger District proposes to authorize Snow Summit to install a dual/race zipline and a climbing wall within the resort base area, and also provide for mountain bike use on and within the permit area.

Designate and reconstruct trails for motorized use. Evaluate location of parking area at Staging Area. Close all undesignated trails and restore those areas.

Establish fuels breaks, create control lines for prescribed burning, and systematically prescribe burn approximately 800 acres near the communities of Keenbrook and Lytle Creek.

Designate the Summit OHV Staging Area in the area of the existing use.

The Forest Service is proposing to issue a new 50-year Special Use Permit for operation and maintenance of the Arrowhead Tunnels to MWD. The existing two 19-ft diameter, lined and sealed water conveyance tunnels, are about 9.6 miles on NFS lands

Fuels reduction using hand, mechanical, and prescribed fire treatments over 6,000 acres in the Santa Rosa mountains within the Santa Rosa and San Jacinto NM and in portions of the Santa Rosa Wilderness. Occurs within Cactus Springs B IRA.

Hazardous fuels reduction on approximately 5,300 mostly forested acres around the Baldwin Lake, Erwin Lake, Woodlands, and Gocke Valley communitiesto reduce fire risk to communities and improve forest health.

Installation of a new 13,340 foot fiber optic cable by Southern California Edison between the SCE Arrowhead District Office and the Strawberry Peak Comm Site building using existing overhead distribution poles and under NFS road 2N72.

Maintenance on approximately 1,600 acres to a pre-existing fuelbreak that parallels FS Road 1N09 East of Highway 330. Occurs within Mill Peak and Crystal Creak IRAs.

Closure of open adits and shafts, while leaving all historical features.

Establish guidelines for the existing USFS Onyx Peak radio repeater site. There is a need to designate Onyx Peak a communication site and prepare a Communication Site Management Plan.

Decommission selected roads in the Big Bear, Holcomb, and Coxey Watersheds for transportation system management and watershed improvement. Some roads would be converted to non-motorized trails to improve non-motorized opportunities in the areas.

Collaborative Research: Structural Architecture & Evolutionary Plate-boundary Processes along the San Jacinto Fault Zone. Installation of 3 small seismic station (less than 6 feet by 6 feet) and one linear array to measure seismic activity.

Analyze the issuance of a permit to Vista Towers for installation of a new telecommunication site for coverage along HWY 18 below Crestline. This would be cell phone service and multi-carrier.

The Forest Service was a cooperating agency, assisting the Bureau of Land Management (BLM) in that Agency's geothermal leasing analysis and decision. The BLM issued a record of decision on 12/17/2008.

CalFire is proposing to replace their two existing communication towers at Strawberry Peak Communication Site with one 160 foot tower. It is anticipated that this will require a Forest Plan amendment.

Maintenance of fuels reduction by prescribed understory burning of vegetative regrowth. Occurs within the Raywood Flat B and Crystal Creek IRAs.

Designate a system of user-created bike trails on the slopes of south Big Bear Lake. Issuance of 5-year special use permit for Team Big Bear mountain bike races.

Designate/construct non-motorized, multi-use trail within the bounds of the Skyline Fuelbreak.Close all intersecting undesignated trails and restore.Install signage to direct/educate users.Project will help reduce safety on shared use on 2N10.

Collaborative Research: Structural Architecture and Evolutionary Plate-boundary Processes Along the San Jacinto Fault Zone. Installation of 6 small (less than 6’x6’) seismic stations to measure earthquakes along the fault.

Hazardous fuels reduction on approximately 1,600 forested acres in the Bluff Mesa area around Bluff Lake to reduce fire risk to communities and improve forest health.

Two small permanent solar powered seismic data collection facilities (total footprint for each approximately 20 x 20) will be constructed to house equipment that will be used to gather seismic data for the USGS.

To analyze the proposed relocation of the Moonridge animal park to a site adjacent to the Big Bear Discovery Center.

Amend the existing easement to authorize a second 500kV transmission line on approx. 2 miles of Forest, as part of 41.6-mile Devers-Valley No. 2 transmission line between Edison's Devers and Valley substations.

Proposed action involves building a 400 foot long haul road and installing barriers to limit access to the Lucky Baldwin Mine

The Forest Service proposes to analyze the effects of continuing to permit annual bike events on historically used trails within the May Valley area.

Multiyear project. Removal of 3 dilapidated miner cabins and trash near Viscera Springs operating w/o a Plan of Operation. The claims were declared null and void with all cabins within the Wilderness boundary.

New project based on original, larger allotment review. Review grazing allotment, grazing program, determine compliance with Forest Plan and the 1995 Rescission Act. Occurs within the Horse Creek Ridge and Rouse Hill IRAs

Installation of a culvert, bridge, or low water crossing on Forest Service Road 1N09 at Deer Creek.

Approximately 93 acres will be reforested and released within the Sheep Fire area

New project based on original larger grazing allotment review. Review grazing allotment, grazing program, determine compliance with Forest Plan and the 1995 Rescission Act specifically for the Paradise Allotment.

Cut and remove dead and dying trees as well as some green trees to create a thinner, healthier forest with fewer hazardous fuels.

Safety remidiation of two vertical shafts, clean up site and remove all damaged travel trailers.

Develop a Day Use Recreation Area for a variety of recreational activities at the old Snow Forest Ski Area (Little Siberia) site, such as hiking, snowshoeing, cross-country skiing, snow sledding/tubing, mountain biking, picnicking, others

Establishment of two new fuelbreaks and maintenance of three existing fuelbreaks. Total of 514 acres. Fuelbreaks will be on both public and private land as identified in the Oak Glen Fireshed Analysis.

Assessment of the grazing program; incorporating new species information, and developing an AMP that incorporates standards and guidelines found in the 2005 Forest Plan to be in compliance with Section 504(a) of the Rescission Act.

Removal of tamarisk on 83 acres will occur by hand-pulling, mechanical (chainsaw), and/or herbicide application in wildlife habitat.

Maintenance of OHV trails on the San Bernardino NF. Funding for this work comes mostly from OHV grants supplemented by Forest appropriated funds.

Replace an eleven foot diameter and two hundred seventy feet length Corrugated Steel Pipe on Highway 330 at milepost 36.25. This is an emergency situation as Caltrans has determined that the highway is in imminent risk of failure.
