The Forest Service is proposing to build a public recreation cabin at Trinity Point. The cabin site would consist of a deck with a gravel trail leading to an outhouse.

Decommission and remove facilities and rehabilitate administrative sites. Sites include: Kenai Lake Trailer Park (3 buildings), Schooner Bend pumphouse and well, Broadview Guard Station Bunkhouse #2, and Olsen Bay cabin and outhouse.

Trail reconstruction along with 15 bridge repairs and 2 bridge replacements and 2 small re-routes.

The Alaska Department of Fish and Game would like to install a ground-based solar panel mount to support fish sonar operation at Miles Lake, located alongside the road between the access walkway for the USFS Childs Glacier viewing platform and the USFS trailhead to the campground.

Replacing two bridges and one overflow culvert along Palmer Creek Road.

Glacier City Snowmobile Tours, LLC has applied for authorized guided snowmobile tours on the FS portion of Crow Creek Road. The proposed tours will occur up to two times a day, apprx. 10 min. each way, during Nov. - April.

Construct a new bridge over Glacier Creek, along Winner Creek Trail, to replace the decommissioned Glacier Creek hand tram.

Granite Creek Campground, located in Turnagain Pass on the Kenai Peninsula, construction of 2 new public use cabins.

The proposed site would consist of an ABA-compliant cabin and deck with a gravel trail leading to an outhouse. The entire cabin site footprint cabin, out buildings, and developed outdoor space, would encompass roughly half (0.5) an acre.

Replace and/or relocate eight outhouses at: Carter Lake Trailhead, INHT/Trail of Blue Ice (x2), Johnson Pass Trailhead, Turnagain Pass Dey Use Area--motorized side (x2)and the Copper River Hwy MP 18 (One Eyed Pond) Day Use Area (x2).

Construct a new public use cabin at Tincan, off of the Turnagain Pass Trail segment of the Iditarod National Historic Trail (INHT)

AT&T has proposed the installation of 48 strand fiber optic cable (FOC) between Moose Pass and Cooper Landing. The installation will be a combination of aerial and buried line.

Relocate and reconstruct the walkway along the frontage of Portage Lake. The new walkway will at a higher eleveation and tie into the INHT. A boardwalk on piles will also be constructed into the lake to provide a better viewing area.

The Seward Ranger District is proposing to remove and replace the two existing bridges on Palmer Creek Road, as well as maintain and reconstruct Palmer Creek Road from Coeur D'Alene Campground to Swetman Mine.

ADFG has proposed the following safety upgrades at the Main Bay Fish Hatchery in Prince William Sound: removal and replacement of fuel tanks and lines, installation of permanent seine net anchors,& improved electric bear fence to protect brood pond.

Multiple projects have been proposed to upgrade the Cannery Creek Fish Hatchery site and address safety issues.

Build a new Port Chalmers Cabin at a site more easily accessed by users, and decommission the existing site.

The Alaska Railroad is proposing to install an avalanche radar detector that would monitor and detect movement for the Door 4 avalanche path above the Alaska Railroad and the Portage Highway.

The Alaska Wildlife Conservation Center in Portage, Alaska has requested to pave their entrance drive that is authorized under a special use permit. One culvert will be replaced, in kind, prior to the paving.

This project proposes to remove and replace an equipment shelter and a tower during the 2024 summer season. After construction is complete, Copper Valley Wireless will co-locate with the State of Alaska equipment on site, and remove old equipment.

Cordova Telephone Cooperative (CTC) is proposing to install a new fiberoptic line at the Johnstone Point Communication Site on Hinchinbrook Is., along the Copper River Hwy appx. between MP2-MP6 and at two USFS administrative sites in Cordova.

Verizon Wireless has submitted an application to construct and maintain a communications tower near Portage Lake in Alaska. The site will include a 50x50 fenced area, a 30 KW generator, a tower up to 80ft, and electronics equipment cabinets.

Various improvements to this recreation site, including replacing the vault toilet, reconstructing three day use pads and renovating two pads with covered structures.

QAP (Colaska Inc) was hired by ADOT&PF to replace 2 failing culverts. As part of this project the Forest Service is also proposing to update the Maintenance Level (ML) of the Center Road, from an ML 1 (in storage) to ML 2 (open to the public).

Decommission the aging and difficult to access McKinley Lake Cabin. Build a new cabin on the McKinley Lake Trail approximately one mile closer to the trailhead. The new site is more easily accessed by boat and float plane.

Decommission the two existing outhouses at the Center Ridge Parking Area (non-motorized side) and construct a new outhouse with trail further from the road. Funding permitting, construct two accessible, covered pavilions adjacent to the parking area.

Reconstruction and expansion (to 1.5 acres) parking area for the Portage Pass Trailhead near Whittier, Alaska immediately adjacent to the Anton Anderson Memorial Tunnel, Alaska Railroad and the Portage Glacier Highway.

Install approximately 600 feet of elevated boardwalk along a segment of the INHT: Trail of Blue Ice, which frequently floods during high water events. Raise campsites at the adjacent Black Bear Campground approximately 14".

Reconstruct a failing 32' trail bridge at approximately Mile 3 of the Spencer Bench Trail. Project funded by Great American Outdoors Act.

Construct a new public use cabin along Meridian Lake, accessed via the Iditarod National Historic Trail (INHT).

The installation and maintenance of a SNOTEL site near Mt. Doran in Prince William Sound, Alaska.

This project would replace outdated and deteriorating recreation site and interpretive signs within the entire Portage Valley to improve visitor experience and safety. Funded by the Great American Outdoors Act.

Guided sled dog tours on non-motorized side of Turnagain Pass using snowmachine groomed trails. Proposed use is on groomed 2 mile long loop, south of Center Ridge Parking Lot.

Installation and maintenance of two new instrumentation sites and numerous sediment sampling and helicopter landing locations in the Prince William Sound area.

ADF&G / PWSAC have proposed electrical upgrades to (4) segments of buried electrical line at the Cannery Creek hatchery.

Request to remove an existing shed that has become a safety hazard due to structural damage from heavy winter snow loads and replace it.

This proposal is for the complete removal and replacement of the APU Thomas Training Center, Nordic facility on Eagle Glacier.

Alaska Department of Fish & Game has proposed the replacement and upgrade of the wastewater treatment system at the Main Bay Fish Hatchery.

Replace the rotting foundations of both cabins. Cabin ocations will remain the same.

Manage spruce beetle outbreak on 3,000 acres on the Kenai Peninsula to create optimum conditions for regeneration, diversity, vigor and resiliency. Reduce dead and dying timber, hazardous fuels and safety concerns.

Federal Aviation Administration is proposing to conduct a site investigation and removal of potentially hazardous materials, and continue monitoring at the end of the cleanup project at Johnstone Communication Site, Hinchinbrook Is., PWS, AK.

A building will be replaced with two prefab 24'x10' and 12'x10' buildings at the Pt. Pigot Comm Site. Boats and helicopters will move materials from Passage Canal. Contractors will be housed off site. Project is expected to be completed in 16 days.

Ben Stevenson of Sheep River Hunting is requesting his permit be reissued for a new 10-year term. Sheep River Hunting has received acceptable on his performance evaluation and is not making changes to his current permit.

This project will include the planning, design and construction of a trailhead for the INHT- Vagt Lake connector segment. It will provide for parking, a vault toilet, lake access, and ATV trailer parking at this existing recreation site.

USGS is proposing a multi-agency cooperative research effort to assess tsunamigenic landslide hazards in the Barry Arm area of Prince William Sound, Alaska.

Project proposes to issue special use permits for guided helicopter skiing activities on NFS lands within the Cordova Ranger District. Activities are expected to begin in Dec 2021.

This decision will allow projects that maintain or improve the ability of all stages of aquatic organisms to access habitat impeded by man-made structures through repair, modification, or removal.

Re-issuance of (10) temporary set net camp authorizations in Main Bay, located within the Eshamy Fishing District and the Nellie Juan-College Fiord Wilderness Study Area (WSA), western Prince William Sound

Temporary construction activities to allow for equipment access to the Alaska Railroad Corporation (ARRC) Right-of-way for rock mitigation work along the ARRC tracks.

This project is part of a broader spruce beetle mitigation strategy and involves removing dead/dying and live trees in four campgrounds to address forest health and to mitigate safety hazards stemming from the spruce beetle epidemic.

Proposing health & safety updates to include: amending permit for new fuel tanks, new generator shed, new addition to hatchery, expansion of fish raceways

Construction and use of a temporary set net camp in Main Bay, located within the Eshamy Fishing District and the Nellie Juan-College Fiord Wilderness Study Area (WSA), western Prince William Sound.

The USFS, Cordova RD is proposing to reconstruct the Eyak boat launch and parking area. The project will address stream bank restoration, traffic flow safety, eliminate encroachment on private land and install a double wide boat ramp.

Deferred maintenance on numerous trails across the forest, funded by the Great American Outdoors Act.

Repair the foundation and roof of the popular Martin Lake Public Use Cabin, which is closed to public use until these repairs are made. Funded by Great American Outdoors Act.

The purpose of this project is to reconstruct Russian River Campground to improve pedestrian/vehicles access, improve functionality of Russian Lakes Trailhead, provide a fish waste disposal facility, and improve facilities for visitor contacts.

Deferred trail maintenance, to include a small trail relocation to protect resources. Funded by the Great American Outdoors Act.

Request for a base camp for 4-6 researchers in Prince William Sound for the month of August 2021.

This proposal is to rebuild an approximately 4-mile segment of overhead electrical distribution lines between Dave's Creek Substation, at MP 40.7, Sterling Highway and the Sunrise Inn, near MP 45.

AKRR is proposing to install remote avalanche control (RAC) towers at MP71.2 and MP69.9 Seward Hwy and at MP 6.8 Portage Hwy. Construction will occur over the next few years as funding is available.

GCI is proposing to install approximately 750 feet of new fiberoptic line and one new vault between Seward Highway MP77.5 and 80.7 as part of the Seward Highway MP75-90 Road and Bridge Rehabilitation project.

TelAlaska will be required to relocate some of their facilities in the Lakeview area of Moose Pass to accommodate the Alaska Department of Transportation Seward Hwy MP 17-22.5 project.

Issuing special use permits to commercial bus/van tour companies for conducting bus tours to the Begich, Boggs Visitor Center and day use sites in Portage Valley

Prince William Sound Science Center is proposing to deploy a Motus Wildlife tracking station at the mouth of the Alaganik River. The station will track previously tagged shorebirds from 2021-2025. Equipment will be removed at the end of the project.

This proposal is to replace the existing abutment that ties into a gangway and dock system at the Main Bay Hatchery. This authorization would cover the retaining wall, concrete abutment and a small portion of the gangway above mean high tide.

Approve a supplement to a mining plan of operations and new mining operations. Restore Resurrection Creek's channel, floodplain, and streamside vegetation to pre-mining conditions and enhance fish and riparian wildlife habitat.

Proposal is for the placement of four photo-identifiable markers within the survey area of the Barry Arm landslide hazard. The survey makers will serve as ground control points (GCP) for a UAS-based photogrammetric survey of the hazard area.

Proposal is for the installation of three tsunami sensor gauges in the Barry Arm area of Prince William Sound, AK. These sites would provide sea level monitoring and collect data in support of the Barry Arm landslide hazard.

This project has been cancelled because it was a duplicate of project #57638.

The FAA is cleaning up spilled diesel, installing ground water monitoring wells, as well as digging up and removing contaminated materials from a buried dump site at Johnstone Point Communication Site in PWS, AK.

Proposal to install, operate and maintain two seismic monitoring stations and a communications repeater site in Barry Arm, Prince William Sound. The equipment will monitor the potential Barry Arm land slide hazard.

Ridgeline Aviation, Inc. is proposing to provide guided helicopter tours and glacier landings for 9 location on Sheridan/Sherman/Childs Glaciers and at the Childs Glacier Recreation area. They will also provide hiking opportunities on USFS trails.

The Cordova Ranger District has six special use authorizations whose terms are expiring at the end of 2020. Terms are 5 years for Isolated cabins and ANILCA Shelter and 10 years for Outfitter/guide authorizations. All holders are in compliance.

This project will reduce potentially hazardous fuel loadings within and adjacent to the Russian River campground.

The State of AK, Dept. of Transportation & Public Facilities is requesting to reissue a permit to install, maintain, and operate avalanche gun mounts for approved target areas on the Glacier and Seward Ranger Districts, CNF.

Alaska Dept. of Transportation and Public Facilities is requesting access to Kenai Lake through the Quartz Creek Campground to draw water to be used for dust abatement between July and September.

The Kenai Peninsula Zone of the Chugach National Forest proposes to amend its 2014 Kenai Peninsula Invasive Plant Treatment Project EA to make it consistent with the 2017 Prince William Sound Zone Terrestrial Plant Treatment Project EA.

The Chugach National Forest proposes to reissue special use authorizations for a variety of existing land uses for new individual terms to replace the existing or expired authorizations.

The Natural Resource Conservation Service is requesting to establish 6 aerial markers at various elevations in the Kenai Mountains. Markers will be installed in 2020.

Amending Outfitter/Guide permit holder permits to authorize Spencer Area and Twentymile Glacier helicopter based tours

US Coast Guard is proposing to replace two buildings within their authorized communication site at Naked Island.

The Chugach National Forest is revising and updating its 2002 Land and Resource Management Plan (Forest Plan).

Cordova Electric Cooperative (CEC) is requesting that their permit for a 670 ft. power/fiberoptic line running perpendicular and adjoining Power Creek Road be reissued for a new 20-year term. CEC is in full compliance with their permit.

Cordova Telecom Cooperative is proposing to construct and operate a comm site on a decommissioned FAA site. Site footprint is 100' x 100' and will consist of:80' non-guyed tower, one 12'x 24' outbuilding, six 1000-gal. propane tanks and solar array

Reissuance of special use authorizations in which the holder is in good standing. Minor modifcations (amendments) to special use authorizations which require the use of less than 5 contiguous acres of land.

Two isolated cabins on the Copper River Delta have permits that are expiring 12/31/2019. No changes are being made to these permits. Cordova Ranger District is proposing to reissue the permits for an additional 5 years.

University of AK-FBKS holds a permit for five seismic sites in Prince William Sound. The permit expires 12/31/2019. Cordova Ranger District is proposing to reissue for a 20 year term expiring 2039.

This decision is a response to the proposal for a permit modification from Alaska Backcountry Access.

The Cordova Ranger District will issue up to 3 temporary special use permits in the Tasnuna and Scott Glaciers area for 200 days each for use between January 1 and April 30, 2020.

Holder is requesting reissuance of a lands special use permit that authorizes avalanche management improvements including a detection system, weather station and 2 blaster boxes. Purpose is to protect the railroad infrastructure.

Four lands special use permits have expired and the holders have requested they be reissued. FLPMA private rd, use code 753, slate storage 521, levee 923, & 115 kV transmission line 641.

Control invasive plants at Spencer using integrated weed management techniques. Total acres to be treated are estimated to be five acres.

Amendment allowing for use access road at Mile 18 of the Seward Highway in order to maintain access to railroad right of way

ARRC must replace a culvert at railroad MP 53.35, 10 miles south of Portage. Majority of construction footprint occurs on ARRC property. Portions occur on NFS lands both sides of ARRC ROW. Includes temporary access/fill storage & permanent outfall.

Childs Glacier Lodge has received 2 years of successful outfitter guide evaluations so is eligible for a permit extension of up to 8 years. Additionally he is requesting 150 service days for sport fishing at the Childs Glacier Recreation area.

The Federal Aviaiton Administration decommissioned sites at Strawberry and Katalla. Continued access to the site is required to monitor fuel contamination wells. Wells will remain until DEC authorizes removal.

Prince William Sound Science Center has submitted a proposal to install sonar equipment and run a temporary camp at Clear Martin, East Copper River Delta. All equipment is removed at the end of each season.

Cordova Ranger District is reissuing special use permits to Sheep River Hunting for a 10 year term expiring 12/31/2029. Holder is in compliance with their permit.

Application from new owner of private property for use and maintenance of an existing dirt road to access private property. Road is 3520' x 15' and includes use of 3 gates and a 100' x 100' parking area.

Project will replace deteriorating wire gabion baskets that provide support for an existing fish passage installation.

Prospecting and exploration for gold along Canyon Creek.

Alaska Railroad Corporation requested permit renewal to continue authorization of the railroad mile 36 flood control berm located in a tributary to Trail Creek. 2500 ft long, 12 ft wide, and 10 ft high upstream of the railroad embankment.

Pvt property owner applied for auth. to build 150' x 35' driveway across 150' of NFS lands. Applicant was issued an "Authorization to Construct" from ADOT&PF since project area is within Seward Hwy ROW. Requesting 5-yr term and year-round access.

Recent survey of private boundary identified facilities encroaching on NFS land. Applicant is requesting 3-yr authorization for a well, 1' roof overhang & 2' porch overhang until the encroachments are resolved by STA land sale, removal or other.

To provide a safe multipurpose recreational path to connect facilities along a highly-recreated segment of the Seward Highway.

In support of the Federal Highway Administration Record of Decision for the Sterling Highway 45-60 Project, the Forest Service proposes a project-specific Forest Plan amendment to make the selected route consistent with the Chugach Forest Plan.

Generate firewood for local communities, increase browse for moose, reduce fuels along roads and in campgrounds, and improve watershed condition by adding structure to streams.

Native Village of Eyak is proposing to install and operate a traditional fish camp on Eyak River. The camp would include tent platforms, smokehouse, walkways, stairs, outhouse, cameras, etc. Seasonal use. human waste is packed out.

The purpose of this project is to use prescribed burning to enhance nutritional quality and biomass of willow on the Copper River Delta by stimulating willow growth through prescribed fire.

Alaska Dept of Fish and Game proposes a 2-year black bear study within State GMU 6D that includes collecting biopsy samples and hair snares using a boat based helicopter for support. Requires ~100-150 heli landings over 7-10 day time period each year

Proposal to expand the Freestone Gravel Pit to accommodate mineral material needs for a construction project on the Seward Highway. It includes clearing vegetation and overburden, excavating and processing materials, and hauling materials off-site.

Renewal of a permit for 5-yr term to authorize continued operation & maintenance of oil spill response improvements which include: oil exclusion boom shore and rock anchors, and container vans located a four locations within Prince William Sound

The purpose of the project is to thin spruce and cottonwood within dusky Canada goose nesting habitat, reducing predator perch sites thereby increasing nest success through predator deterrence and redistribution.

The following permits will be reissued for new terms: Woods Outfitting, UNAVCO, Devils Mountain Guides Service, Copper Oar, George Siavelis, Lonesome Dove Outfitting, Ellis Big Game Guides, Sundog Expedition, Woods Outfitting. All are in compliance.

Cordova Telephone Cooperative is requesting to amend communication site lease COR168 to increase the height of an existing tower 10 feet to avoid interference from tree growth along an adjacent ridge.

Alaska Communication Service of AK is requesting to trench and install 160 ft of fiber optic line as part of the Seward Highway MP 75-90 realignment at the Portage Curve.

Proposal from CAC to access and develop their mineral estate near Secret Cove in Port Gravina. The FS will evaluate surface-disturbing activities proposed by CAC.

The USFS is considering amending the Wood Bison Pasture permit to ADFG to allow burning 130 piles on 138 acres of cleared land during winter. The action requires a supplement to the original Wood Bison Project EA to account for changed circumstances.

Five year mining plan of operations for placer exploration and access on Stetson and Cooper Creeks with placer exploration utilizing a 5 inch suction dredge and highbanker and ATV access on the existing Stetson Creek trail.

Stream gauge equipment to be installed at Tern Lake Picnic Area salmon viewing platform. The gauge will collect hydrology data to support reservation of water applications to protect the lake level and instream flow.

Northern Sun, Inc. dba Anderson Island Lodge is proposing to provide outfitting/guiding services such as hiking and canoe/kayaking on the West Delta and canoe/kayaking and sports fishing in Port Gravina and Sheep Bay, Prince William Sound.

Determine the appropriate level and variety of commercial recreation uses compatible with non-guided uses along the Resurrection Pass Trail system. Resolve the 1991 "freeze" on issuance of new special use permits for the trail system.

Extension of the runway at the Johnstone Point Communication Site. Improvements include removal of 2.3 acres of trees, installation of a culvert and armor rock, and resurfacing the runway with gravel.

Stream restoration work on the lower 0.75 miles of Cooper Creek, from the mouth of the canyon to the confluence with the Kenai River.

Stream restoration work in conjunction with mineral materials extraction on about 2500 feet of Cooper Creek in an approximately 16 acre area.

The Proposed Action is to treat terrestrial invasive plants using integrated methods including chemical (herbicides and adjuvants) and physical treatments (mechanical and manual treatment). Analysis will include both existing and future infestations.

GCI is requesting to relocate 4,787' of existing underground fiber optic cable as part of Phase I Seward Highway MP 75-90 realignment at Portage Curve. And as part of Phase II, installation of 4,891' of cable & 5 access vaults.

The Cordova Ranger District will reissue special use authorizations for 17 isolated cabins and one outfitter guide (Orca Adventures) providing guided hiking and sports fishing opportunities.

Permit renewal for Chugach Powder Guides. The permit/renewal is NOT cancelled, this project is marked "cancelled" here because the 2004 ROD is the applicable NEPA decision and there will not be a new NEPA decision.

The proposed action is to improve approximately 300 feet of trail extending the Russian River boardwalk. The user made native tread trail will be improved with a constructed raised hardened trail utilizing rubber matting.

The Forest Service, Chugach National Forest, Cordova Ranger District is seeking public comment on a moose habitat enhancement project to occur on the Copper River Delta (CRD).

Crowded stands in clearcut and uplifted areas would be thinned to accelerate tree growth and old-growth forest conditions. Canopy openings would be created to improve wildlife habitat for the marbled murrelet, a species injured in the oil spill.

The Wood Bison Project proposes to continue grazing of wood bison on 27 acres for 15 years, and authorize grazing on an additional 138 acres for 15 years adjacent to the Alaska Widlife Center as part of a Wood Bison Reintroduction Project with ADF&G.

The Devils Vegetation Project includes treatments for improvement of vegetation and wildlife habitat, fire protection and prevention, and reduction of hazardous fuels on National Forest System lands near Kenai Lake and Cooper Landing, Alaska.

This project includes replacing three undersized, fish barrier culverts with new structures which will allow fish passage (Aquatic Organism Passage structures).

Renewal of a multi-year special use permit to Alaska Department of Fish and Game for continued use & maintenance of the Main Bay Fish Hatchery located in Main Bay, Prince William Sound. Managed by PWS Aquaculture Corp. EIS/ROD 1980. Constructed 1981.
