Monongahela National Forest — Project Detail

The Kennison Mountain project seeks to improve forest health, timber stand age class diversity, create and improve wildlife habitat, enhance and expand public recreational and interpretive opportunities and improve stream habitat and watershed conditions.

The Cherokee National Forest, George Washington and Jefferson National Forests, Monongahela National Forest, and the National Forests in North Carolina seek to implement large landscape red spruce - fir ecosystem restoration.

This permit would authorize the use and maintenance of an existing Forest System road (FR 249) to South Fork Coal Company, LCC to haul coal and other supplies from their Rocky Run mine to the processing plant (both located on private land).

This project proposes the construction of 6.4 miles of sustainable multiple use singletrack trail system and the conversion of about 1.5 miles of an old woods road to a 36-inch wide doubletrack trail near Marlinton, WV.

Webster County Economic Development Authority is seeking a special use permit to install and maintain new aerial fiber line along existing utility corridors and roads. This project will intersect 200 feet (0.05 acres) of Forest Service lands.

Project cancelled, application withdrawn by proponent.

Proposes post-harvest prescribed fire on a 141 acre woodland burn block and an adjacent 469 acre northern unit for a total of 590 acres. The project aims to support early successional and oak woodland ecosystems.

Relocation of an existing utility line to another existing Frontier right of way nearby. Includes new anchors and brush clearing within the right of way. Some additional pole installment. No new poles where none previously existed.

Proposed special use authorization to install 2.97 miles of aerial broadband fiber optic line along WV-33 on National Forest System lands via existing utility lines. No ground disturbance is associated with this proposal.

Maintenace on trails throughout the Dolly Sods Wilderness. Includes installation of water diversion features and tread maintenance up to 30ft from the trail centerline. Incorporates an existing social trail as a new trail to the Lionshead area.

Proposal to amend two existing permits to install 125ft of arial line over National Forest System land for the Pendleton County Office of Emergency Management. Lines would power a traffic camera that will monitor road conditions for public safety.

The Forest Service is proposing to decommission the Showalter Site improvements because of unsafe conditions from deterioration. Site consists of four structures, a water well, and a septic tank across approximately 3.3 acres of NFS lands.

Project cancelled after being withdrawn by proponent.

Drainage improvement, trail relocation, and tread improvement/readjustment along the Davis Trail in the Canaan Mountain Backcountry Area.

Reauthorization of three Special Use Permits on the Cheat-Potomac Ranger District. Reauthorized activities would include: two spring boxes with buried water lines, and a private road use.

Proposal to issue an amendment to a currently existing waterline special use permit. The amendment would authorize 30ft-wide easements for 6" water pipes across National Forest System lands at three locations along US-250 and at Camp Pocahontas.

Replace the low water crossing on National Forest System Road 135 at Williams River with a bridge designed for higher flows, aquatic organism passage and egress from Tea Creek Campground during high water flows.

Includes: trail relocation (two sections, 1700 ft total), construction of one bridge, construction of two trail shelters, and new trail construction (up to 2 segments, up to 235ft total).

Proposes converting 3 miles of existing social trails to forest service system trails with reroutes as needed, and maintenance on existing system trails in the Dobbin House trail system. Social trails not converted would be brushed in to prevent use.

proposing to temporarily improve, use, and restore a yarding corridor, using an old skid road on USFS to move timber cut on private property to a landing on private property.

This proposal includes new trail construction and overlook creation, existing trail maintenance, trail rerouting, and trailhead maintenance and expansion in order to protect natural resources and improve user experience.

The Federal Bureau of Investigations has applied to use a helipad in the lower field of the Seneca Rocks Discovery Center adjacent to the Roy Gap Road bridge for training purposes.

This project is needed to stabilize the streambank and protect road infrastructure leading to Lake Sherwood from damage caused by flooding events in Meadow Creek.

Replace bridge superstructures on National Forest System (FSR) 76 at Tumbling Rock and Birchlog Runs and protect abutments with riprap.

The focus of the proposed action is on improving forest health and resiliency, restoring red spruce/northern hardwood forests, improving wildlife habitat and increasing age class diversity based on the specific Forest Plan Desired Future Conditions.

This project reauthorizes several special use permits across the Monongahela National Forest

An existing powerline utility permit holder is proposing a new 950' aerial line to serve a private residence near Whitmer, WV. Due to slope, vegetation, a grazing allotment, and soils resources, an aerial line poses the least disturbance.

The Pocahontas County Commission is proposing to install 49 miles of aerial fiber along existing utility poles to provide broadband service to local businesses and residents.

To issue a special use permit to the Pocahontas County Office of Emergency Management for right-of-way (ROW) of road 438A for approximately 2.5 miles, allowing ingress/egress, routine maintenance, and limited road upgrades.

Modification to or removal of the Elklick Run Dam located in the Fernow Experimental Forest. Implementation options range from partial to full removal.

The Monongahela National Forest received an application for right-of-way access to a private in-holding surrounded by National Forest. (Project was formerly listed as Music Run ROW)

To authorize a special use permit to use and maintain encroachments on a total of .2 acres

Create a system trail that meanders back and forth through the Bear Rocks Preserve and USFS system lands outside of the Dolly Sods wilderness area. Includes 0.75 miles of trail construction, some trail restoration/revegetation, and interpretation.

This project is the same as Project #62958 MAR2030 Pocahontas County OEM Special Use Permit. Please refer to Project #62958 for status and future updates.

This project would authorize pile burning in the Mowery-Glover, Hartman Heirs, and Smoke Hole Champ South Grazing Allotments. Previous NEPA analysis authorized the clearing of encroaching brush/trees but not the use of fire to eliminate brush piles.

Timber stand improvement will be completed on up to 420 acres by releasing desirable trees by cutting vegetation surrounding them with a chainsaw.

Authorization for use of an existing, unclassified road on federal lands for approximately 2,085 feet across two segments. This road is needed for access their private land. This does not create right of ways across other private land along the road.

This project seeks to restore red spruce communities and regenerate hardwood and spruce-hardwood communities, as well manage areas for wildlife.

Construction of two temporary roads totaling 0.5 mile that will be used to facilitate wildlife habitat enhancement and timber stand improvements.

Replace approximately 600 feet of pressurized sewer line at Lake Sherwood. The current pressurized sewer line will be removed from its current trench and replaced with a new pressurized sewer line.

This project proposes Two Camp Trail #111 addition, McKinley Run Tr #154 reroute, cabin restoration, lodge addition, demolition of the "little house" and privies at the YLA Camp, and a wastewater treatment system replacement at the Rec Area/YLA Camp.

This project aims to restore areas previously mined and currently dominated by non-native grasses or non-native conifer plantations to forested areas comprised of native species.

The project proposes replacement of a culvert with a bridge on FR209 at the Stonecoal Dispersed Camping Area to improve aquatic organism passage in Red Run (trib to Shavers Fork) and to maintain recreational access.

Would issue three new special use authorizations allowing for hay and crop rotation cultivation across 34 acres, operation and maintenance of a water reservoir occupying 5.5 acres, and operation and maintenance of a 290 ft. public water line.

Landowner has requested authorization to access private land through a portion of the West Fork Trail. Approximate acreage for permit would be 0.5 acres.

This project would implement a prescribed fire program on 4,665 acres on Little Ridge to restore, maintain, or enhance wildlife habitat and restore the ecological role of fire for oak systems.

Create up to 8 overlooks on Forest Road 235 to enhance the viewshed for vehicular recreation users.

Reduce the expansion and threat of significant, damaging forest insects and disease; and reduce fuels buildup that cause uncharacteristic wildfire conditions. Treatments may include prescribed fire, timber harvest and temporary road construction.

This project seeks to: improve the hydrology and stream banks along the North Fork South Branch Potomac River and Seneca creek, remove accumulated debris at the Roy Gap Bridge, and stabilization activities at the Seneca Creek and North Fork Bridges.

The proposed action is to construct 27 miles of single-track trail for all non-motorized uses with a focus on mountain biking.

This project seeks to improve forest stand health and composition to improve future wildlife habitat and to provide for future commercial timber sales and economic projects.

This proposal includes the installation of 7 miles (4.5 acres of impact) of fiberoptic telecommunications line in Tucker & Hardy, County West Virginia and Frederick County, Virginia on both the Monongahela and the George Washington National Forest.

This project proposes improvements along the Allegheny Trail in the Greenbrier Ranger District. Improvements could include: shelter construction, footbridge construction, and trail reroutes.

This project would reissue a special use permit (20-year term) to Ohio-West Virginia Youth Leadership Association (YLA) to continue to operate youth development residential camp programs and maintain facilities at Camp Horseshoe organizational camp.

Reauthorization of 14 expiring special use permits for: access roads, springs/waterline/water storage tanks, radio antenna sites, telephone and fiberoptic line, oil and gas pipeline, a septic tank, and a light pole. Terms range from 1-30 years.

Address soil erosion/drainage issues, improve visitor experience, & prevent widening of trails/creation of social trails on 4 trails through regrading, removing/installing boardwalk, removing berms, turnpiking, rerouting, & installing waterbars.

Columbia Gas Transmission LLC seeks a permit to install a cathodic protection system on existing pipeline to comply with safety regs. This would require 2 anode beds, 1.1 miles of power poles/line within their ex right of way, use of FR79 for access

This project proposes to install power lines within an existing special use road corridor.

The proposal is to create early successional habitat scattered in the project area in order to create habitat for ruffed grouse. A variety of treatments are being considered, including clear-cutting, prescribed burning, and mulching.

This project proposes to repair flood damage to the bridge on FR244 crossing a tributary to Red Run. The abutment is eroding and would be repaired by drilling a dowel into bedrock and casting concrete to protect the footing from further undermining.

This project proposes to issue a special use permit to the WV Army National Guard for search-and-rescue training operations in two wildlife openings. 5-year term. Helicopters would drop personnel at one opening and land at another opening.

This project has been combined with three other trail maintenance projects under the name "Cheat-Potomac System Trails Maintenance CE".

This project proposes to reissue special use authorizations for 5 expiring permits (4 cultivation permits, and 1 bird banding station) on the Cheat-Potomac Ranger District. Permit terms would be for an additional 5 years.

Construction of 4 new backcountry shelters on existing shelter locations, relocating 4 existing shelters to additional locations, and construction of 1 new shelter on an additional location. Construction of one vault toilet.

Improve radio communications for the Gauley Ranger District through the construction and installation of a communications tower where the current wood pole occupies, and 150 feet of utility line in an existing utility right-of-way.

This project proposes to plant approximately two acres of native tree and shrub species between an existing cultivation field & the North Fork of the South Branch Potomac River to expand the existing riparian buffer and mitigate future flood damage.

Salvage merchantable material from dying and down timber created by a recent storm, as well as dead and dying ash trees.

SU permit issuance to install, operate, and maintain 3,370 feet (0.77 acre) of buried fiber optic cable along the edge of CR 7/4 Horse Ridge Cutoff Road and 1,895 feet (0.44 acre) of aerial fiber optic cable on Hinkle Mountain Ridge.

Replace the bridge on Crooked Fork Road.

Friends of Blackwater proposes to plant native species along 3.5 miles of the Blackwater Rail Trail and the North Fork Blackwater River riparian corridor. This would restore ecological function to the area and improve/support habitat for aquatic life

This project seeks to issue a new special use permit for the new owners of the Timberline Mountain resort for the use of Salamander Run (located on NFS land) for downhill skiing.

Creation of five savannah areas, on approximately 27 acres, by removing stumps and piling debris from the harvested trees.

The Town of Hendricks requests a renewal of a 2010 Special Use Permit (SUP) for use of a handicapped ramp partially located (10 feet of the 60' length)on National Forest System land. The ramp allows disabled persons to access the town's building.

This project includes the use of large woody material interwoven and buried along 200 linear feet of Left Fork of Clover Run, north side of the stream (river left), upstream of the WV State Secondary Route 21 bridge.

Wildlife habitat and native red spruce-northern hardwood ecosystem restoration includes timber harvest, site preparation, plantings, vernal pool creation, and interpretive signage.

We proposes to salvage (conventional harvest) approx 1 ac of downed FS timber that fell on adj non-NFS lands from a blowdown event. Timber would be removed via already established routes on state/private routes. No skidding will occur on FS land.

This project proposes to salvage downed timber on approximately 50 acres along Elleber Run and 12 acres on Back Allegheny Mountain (just west of Durbin) that resulted from a blowdown event in April 2020.

Wildlife management enhancement

Wildlife habitat enhancement including plantings, vernal pool creation, timber harvest, prescribed fire, wildlife openings/savannas, riparian restoration, trail improvements, and timber stand improvements.

Coastal Forest Resources Company (Coastal Timberlands) is requesting a new special use permit to reinforce existing temporary road on National Forest System (NFS) lands to remove timber from private land.

This project include rehabbing the existing Dolly Sods Picnic Area to a more natural condition & developing a new picnic area. *UPDATE: This project will be combined into the Upper S Branch/Lower N Fork Potomac River EA, scheduled for 2022.

Create or enhance early successional wildlife habitat and enhance plant diversity for wildlife species dependent on early successional habitat.

This project proposes to upgrade the water system at Stuart Recreation Area Campground by installing 6" water main line to the meter location and 2" waterline to the campground to connect to the public water supply.

The West Virginia State Rail Authority(WVSRA) is requesting a new special use permit to be operated by the WV Department of Transportation, for a railroad right-of-way and bridge over Trout Run along the Greenbrier River on NFS land.

Issue special use permit to WVDOH to allow temporary use of 0.18 acres of National Forest land to replace Cheat Bridge.

The objective of this project is to restore and maintain ruffed grouse habitat in the Spruce Mountain Grouse Management Area by increasing early successional habitat for cover and enhancing species diversity to increase foraging opportunities.

This project seeks to improve wildlife habitat for ruffed grouse, American woodcock, and other associated species through vegetation diversity enhancement, wildlife opening management, timber and wildlife stand improvement, and vernal pool creation.

The proposal is to provide diverse early successional forest, improve forest health and growth, provide water sources for wildlife, and create wildlife openings/savannahs. The proposal also includes watershed restoration activities.

Issue special use permit to Allegheny Wood Products to construct, use, and maintain a private road on National Forest System (NFS) lands. The road is proposed to be 12 feet wide by 180 feet long (0.05 acres).

Timber stand improvement/wildlife habitat improvement will be completed on 373 acres. Approximately 50-75 healthy desirable trees in stands 20-52 years old would be released by cutting vegetation surrounding them with a chainsaw.

Reissue of existing special use permits including roads, wells, and cultivation fields.

Issue a special use permit for existing aerial telephone and fiber optic cable. Permit was issued to Charter Communication but sold lines to Atlantic Broadband. No new construction is proposed.

Perform cultural, environmental, and civil surveys along an alternative route for a proposed natural gas transmission pipeline. This will be an amendment to an existing authorization for the same activity known as GBR205003 Amendment 3.

Site survey and testing. Includes such activities as field routing, environmental resources, cultural resources, and civil surveys in preparation of a possible future corridor route for a natural gas transmission pipeline.

Reissue a special use permit for a well/spring box, 1,500 gallon water tank, and water pipeline. No new construction is authorized.

Special use permit to Citizens reissuing the continued use and maintenance of existing telephone and fiber optic cables on Monongahela NF with no new construction authorized with this CE.

Columbia Gas Transmission, LLC has applied for an amendment (#1) to an existing permit for an access road not currently authorized. This access road already exists on the ground and needs maintenance, which would be addressed if appropriate.

Issue a new special use road permit for existing access roads. Access is to Fishing Hawk Creek and High Knob. Access is needed to maintain gas drip wells, year round via motorized vehicle.

Variance would allow vehicle access outside Columbia's previously authorized LOD for WBXPress. If authorized this access will be issued under their FLPMA road special use permit for long-term access.

Reissue 15 special use permit that expire in 2018 to include both land and recreation uses

Issue a 5 year special use permit for outfitter and guide operation of a horse/mule wagon and camping near Cranberry Wilderness.

The boardwalk is aged and and requires extensive annual maintenance. Replacement will improve user access and safety when using the site, and reduce the need for extensive annual maintenance.

Special use permit to perform outfitter and guide operations to include mountain biking, shuttle service, and fishing.

Amend existing special use permit (SUP7) to authorize aerial installation of fiber optic cable on existing utility poles. This is a State and federal grant to get communication/Internet to rural and under served communities project.

Authorize an amendment allowing construction of building facility addition to existing facilities privately owned.

A special use permit (5-year term) to authorize a recreational event for bicycle touring of paved public roads while making stops on NFS lands for first-aid and hydration. This event is a fundraiser for Habitat for Humanity projects.

We received a request to re-issue a hay (19.7 acres) and corn (3.2 acres) cultivation permit in five fields, totaling 22.9 acres. The cultivation has occurred from 1992-2016 under previous permits. If issued, this permit would expire 12/31/2021.

The Forest Service proposes to issue a 5-year special use permit to operate the boat rental at Lake Sherwood Recreation Area.

Prescribed fire is proposed for multiple burn units totaling to an estimated 2,532 acres. This will be a landscape-scale burn in WV and VA, in conjunction with the Fire Learning Network.

The bike race event is designed to raise money for the charitable foundation of Multiple Sclerosis Society. The event is proposed to occur at along WV state highways 92, 39, and 66.

Reissue existing power lines, poles, and junction boxes on NFS lands to Mon Power. This will not authorize new construction.

Amend Monongahela Power existing special use permit CHT205123 authorizing the relocation of an existing aerial 7.2 kV powerline to a buried powerline on National Forest System lands. This is needed to allow construction of Corridor H

Reissue a special use permit for use of well/spring box and water pipeline. No additional construction will be authorized. ATV use over NFS lands for maintenance will be scoped.

Use and maintain existing buried pipeline located in the Nursery Bottom. Some ground disturbance may be required to maintain and replaces buried pipeline.

New authorization to new person for existing hay cultivation

Recreation event of bike race on NFS trails that has occurred for many years and now looking at authorizing for 5-year term.

Recreation Event to raise money for Child & Youth Advocacy Center of abused children. Event is a polar bear plunge in March at Blue Bend Recreation Area.

Authorize a special use permit allowing the proponent to install, operate, and maintain a powerline of 7.2kV and fiber optic cable on NFS lands.

Authorize a special use permit to Richwood Chamber of Commerce to use National Forest System (NFS) lands for a triathlon race recreation event.

Spruce Knob-Seneca Rocks has held a special use permit for telephone (RUS) for many years. This project would reissue the existing use and facilities with no new construction.

Issue Teter a FLPMA road easement for NFS road 424 which is closed to public use, and Teter will quite claim deed a prescriptive ROW in a creek.

Install, use, maintain a stream gauge monitoring system for flood alerts by the USGS.

Issues a new road ROW authorization for the continued use and maintenance of a road to cemetery.

Renew special use permit (POT92) to Mr. Vandevander for the purpose of hay cultivation of 52.5 acres on NFS lands. Location of these lands is Pendleton County/Upper Tract Quad/US Tract 922. This proposal is for a 5-year term.

Authorize a new road to be built in a safer location to access private property.

Special use permit for outfitter and guide operations for backpacking, camping, and day hike activities.

Reissue a special use permit for a 5-year term to Virginia Tech for weather monitor at Spruce Knob.

Authorize a new special use permit for the continued us of a dam and liming station located at Otter Creek.

Allowing access over National Forest System lands to WVDOH for the repair of US 250 south of Thornwood, WV. The road repair is next to/in Little River.

Issue a new special use permit to WVDOH for repairs on Bickle Run bridge and culvert.

WV DOH desires to close the bridge of highway 84 over Bird Run, build a temporary bridge, repair old bridge, and have traffic return to the normal route over highway 84.

WV DOH desires to relocate highway 66 near Cass, WV and remove an uphill portion of the right-of-way to prevent future rock slides. This is known as S338-66-12.65 with the State.

Issue a special use permit allowing the repair of a bridge foundation abutment known as S.P. 38-17/4-0.42.

Amend the special use permit to add another flood repeater site at Smoke Mountain.

Access on/over NFS lands to reach base of bridge over Fishing hawk Creek near Bemis, WV. Access will include cutting trees/brush but no road will be built.

issue SUP to WVDOH to allow use of a trail and area in which to replace a bridge.

Temp bridge on NFS lands while original bridge is replaced.

We received a request to re-authorize a hay cultivation permit in a 7.3-acre field. The cultivation has been occurring in this location from 2001-2016 under previous permits. If issued, the permit would expire 12/31/2018.

The Forest proposes establishing up to 50 small wetlands on mountain ridges to provide habitat for many animal and plant species. The wetlands would be up to .3 acres in size.

Several O&G temporary use permits are expiring December 2019 and permitees have requested authorization of a 10-year permit to offer backpacking, rock climbing, and fishing services to their clients.

A small blow down from a recent storm damaged approximately 25 trees within two small areas located along state route WV 2/2 and adjacent private property. The downed trees should be salvaged within 2-3 months in order to avoid excessive decay.

Special Use Application from Atlantic Coast Pipeline LLC to construct and operate a 42" diameter natural gas pipeline on approximately 5 miles of NFS lands.

Special Use Application from Columbia Gas Transmission LLC to construct and operate 26" diameter natural gas pipeline of approximately 11.4 miles on NFS lands mostly within existing natural gas pipeline ROW.

Project-level amendments that may be needed if FS authorizes the ACP pipeline.

This proposal will address maintenance of wildlife openings across the Forest through mowing, prescribed fire, herbicide, and other treatments, and will include long-term strategies for determining, prioritizing, and treating existing and new areas.
