The District Ranger on the Poteau-Cold Springs Ranger District, proposes to authorize the re-route, installation, and use of two sections of an Arkansas Valley Electric Cooperative Corporation (AVECC) overhead 14.4 kV powerline on Forest Service land near Waldron, AR.

Removal of two culverts, a headwall, and excavate stream material to restore stream flow. Install a bottomless culvert at the site of the removed culverts.

Five "12x18" metal posts will be driven approxiamtely '18 to 24' into the ground within the road right-of-way. Maintenace will occur as needed.

The Arkansas Game and Fish Commission is requesting a special use permit for an existing building used as a wildlife managment area workcenter part of a memorandum of understanding with the Forest Service.

The Forest Service proposes to authorize the upgrade and use of three existing roads to provide driveway access for private landowners.

Windstream Communications, Inc. is requesting the authorization of installing approximatetly 1,702 feet of underground copper cable on the National Forest System lands to provide telecommunications services.

Extraction of native fill material needed to maintain roads from three existing pits and two new pits. Authorizing free use permit.

The Caddo-Womble Ranger District is proposing to grant a speical use road permit to Kingwood Forestry to construct a .3-mile temporary road to access some timber harvest areas. The temporary road is an old existing one used in the past.

The Caddo-Womble Ranger Disrict is proposing to conduct vegetation management reforetion treatments on 114 acres that have suffered from insect and disease outbreaks.

The Caddo-Womble Ranger District proposes to replace damaged culverts from storm events in three locations. These roads intersect with stream crossings that require aquatic organism passage.

This project proposes the use and maintenance of an existing non-system road across National Fores System lands in Section 36, T4N-R30W for access to private property in Scott County, AR.

Entergy Arkansas, LLC is requesting the authorization of replacing 5,053 feet of electrical powerline along Brady Mountain Road in two locations and remove the existing powerline, currently located offroad and in inaccessible areas.

This is a project to replace a damaged bridge on Forest Road 18.

The area has suffered from soil loss and trees growing on the flat area. Heavy equipment will be used to fill in and smooth areas and clear vegetation on flatter areas to allow for digging.

Maintenance to prevent failure, leakage, or reduced effectiveness of existing drain pipe by removing woody vegetation from the dam.

Compartments 298, 299, 300, 301, and 302 - 10 Year Watershed Entry

Gravel Pit Located in Garland County, AR

BLM has requested FS consent for a coal lease by application (LBA). The FS has a consent with stipulations decision to make on the LBA. The BLM has a leasing decision to make. Connected actions both on and off NFS lands will be analyzed in this EIS.

The Caddo/Womble Ranger District is proposing to conduct prescribed burning treatments on approximately 102 acres. Existing roads would serve as firelines; an additional 0.84 miles(dozer) and .05 miles(hand line) of new constructed fireline proposed.

Watershed entry including timber harvest, prescribed burning, wildlife enhancement activities.

The Caddo-Womble Ranger District proposes to change road designations of sections of Forest System Road C68 and C79A from level one (closed) to level two (open to highway legal vehicles) in order to provide road access to private that is landlocked.

Proposed restoration of fish passage via removals and/or replacement of existing creek crossings on FSR 26000 and 26410 across Big Hudson Creek; and, FSR 52500, 52750, and 53420 across Cedar Creek.

Wegner Enterprises Inc. is requesting road access for two mines ARES 08092 Crystal Forest and Phantom Mine. The road has been the sole traditional access to these properties.

To consent to lease approx 3,077 ac, of federal coal, authorize AVEC to construct & maintain approx 3.6 miles of new electric distribution line through NFS lands, amend the Revised Forest Plan to identify lands that are acceptable for coal leasing.

Caddo Investments LLC is requesting access to private property surrounded by National Forest Lands. The road has been the sole traditional access to this property.

The Forest Service would like to construct 0.3-mile temporary road to access some timber harvest areas that wasn't originally proposed in the Alamo watershed project.

Relocating road 10110 that is currently located between two ridges. The road crosses over the drain several times and road becomes washed out and unsafe to drive after rain events.

Private landowner seeks to gain access to private property across NF. Access would include approximately 600 feet of old woods road and approximately .25 miles of NFS road A51 that is currently closed.

Install powerline to provide serivce to a private inholding surronded by National Forest System land.

The project proposed includes the over-story thinning treatment to approximately 1000 acres of Loblolly pine. The deciding official and affected parties will correspond to schedule a time and place to meet, in person, to discuss the decision.

Maintenance, repairs, updates, and replacement of existing site facilities and infrastructure. Replacing existing fishing pier and upgrading parking lots and non-historic sidewalks to be ADA compliant. Re-design road for two-way traffic.

Fiber optic installation within an existing designated corridor along Arakansas Highway 188

Removal of two culverts and installation of a bottomless aluminum box culvert at the same site. Reconstruction of approximately 100 feet of the roadway.

The Tiak Project Area includes approximately 14,928 acres of Forest Service lands in McCurtain County, Oklahoma. The intent is to move the project area toward the desired conditions established in the Revised Land and Resource Management Plan (2005).

Choctaw Electric Coop., Inc. requests authorization to upgrade transmission capacity within an existing right of way across National Forest System (NFS) lands on the Ouachita National Forest.

Approximately 36 acres of NF land for buried and aerial telephone lines.

The Forest Service proposes to amend the existing special use permit issued to McCurtain County Rural Water District #5 in order to add new water line across National Forest System lands to provide service to Three Creeks Reserve.

Oklahoma Western Telephone Company proposes to place new fiber optic cable along existing aerial and adjacent to existing buried copper cable lines within previously disturbed public rights of way across 19 miles of National Forest System (NFS)lands.

Quartz Nominations on the Caddo-Womble Ranger District

This action is proposed to provide a safe place for the trail to cross a stream. We propose to reroute a 200' segment of the trail and decommission an existing section and a bridge that are unsafe due to deterioration.

Amend special use permit to allow herbicide treatment on approximately 18.35 miles of natural gas pipeline ROW maintenance on the Jessieville-Winona-Fourche RD and approximately 1.18 miles on the Caddo-Womble RD for a period of 30 years.

The project would remove a concrete slab crossing approximately 150 feet long and 40 feet wide, including deck and aprons upstream/ downstream. The project will improve aquatic organism passage and reduce sediment entering Alum Fork Saline River.

Approximately 9,844 acres in Compartments 1242, 1243, 1244, 1252, 1253, 1254, 1264, 1265, 1266, 1267, 1270.

K & G Hilltop Properties LLC has requested an easement to construct, use, improve, and maintain a road crossing National Forest System (NFS) lands for access to their property. The easement would be 60 ft x 300 ft.

Use of existing roads to access private property. User will make some road improvements.

Proposal to re-drill existing producing coal bed methane (CBM) gas wells and drill 2 core wells to sample coal veins. The coal core desorption tests are to determine the methane gas content.
