Ashley National Forest — Project Detail

We are proposing to adjust the boundary of the Buckboard Marina's special use permit to remove water acreage and potentially add areas of land to the south and east.

This project is a duplicate of #68806.

The BLM issued their decision selecting Alternative D on 5/2/2025: https://eplanning.blm.gov/eplanning-ui/project/2016395/510. Alternative D does not involve any USFS lands so the USFS portion of the project is cancelled.

This master permit would consolidate all of Moon Lake Electric's powerlines under one permit and would establish a standardized 50-foot right-of-way for all their overhead and buried powerlines on the Ashley National Forest.

This project would involve a special use permit for the existing road across public land that accesses the Wirick private property.

The project would realign Forest Road (FR) 52 so that it branches off of FR 50, directly south of the Barker Spring Loop cattleguard. We would also replace the associated Little Brush Creek gate with fencing.

We would install a j-hook rock structure above Little Hole Ramp #3 to protect the ramp from scouring and erosion during high flows.

This project would grant a right-of-way special use permit for an existing access road across National Forest System land to a private property inholding. There would be no change to the existing use of the road.

This project would involve the installation and operation of approximately 5.1 miles of new fiber optic communications cables and ancillary facilities in non-continuous routes in the project area.

Several restoration treatments would occur in a 244-acre project area, including canal reconstruction; lop and scatter; and seeding/planting. The project would increase wetlands, species diversity, and ecosystem resilience.

We would authorize the special use permittee to replace the modular home at the Cedar Springs Marina due to its deteriorating condition. The new home would meet modern standards for safety, functionality, and comfort.

This is a programmatic evaluation of the restoration of aspen stands on the Ashley NF outside of Wilderness.

Approximately 0.5 miles of new non-motorized trail construction to replace a section of the current Lowline Trail.

This project would replace an existing communications shelter that currently does not meet design standards. The proposed new shelter would provide a safer environment for the electronic equipment.

We are proposing a well at the Moon Lake recreation complex to replace two groundwater spring systems that were wiped out after debris flows and landslides in 2023. The well would supply water to the Moon Lake Lodge, Moon Lake CG, and range troughs.

The Ashley National Forest proposes to install hand-built structures and check dams to restore a degraded stream and meadow within Government Park.

The project would involve relocation of flood debris to restore a safe stream crossing for users of the Lake Fork and Brown Duck Basin trails.

To improve visitor services, vault toilet replacements or upgrades would occur at eight sites on the Duchesne-Roosevelt Ranger District.

This is a proposal for small-scale locatable minerals exploration and sampling, within and immediately adjacent to an existing Forest Service rock quarry near Mill Park. Expected disturbance would be less than 0.1 acres.

The Yellowstone ATV Trail connections are currently 50 inches wide and off-highway vehicles (OHVs) greater than 50 inches are prohibited. By reconstructing the trail to 60 inches, the Yellowstone ATV Trail would be accessible to more forest visitors.

We would construct a gabion berm as well as riprap drainage channel slopes to mitigate debris flow hazards to the Moon Lake Campground and Moon Lake Guard Station.

Proposal to construct approximately 1 mile of new access road, across the Ashley NF and UWC NF, and then begin small-scale hardrock mining operations for decorative calcite on the Ashley NF, near the headwaters of Iron Mine Creek.

This project would establish a 760-acre linear fuel break, primarily along Highway 191 and the Limber Flag Yurt Road, to protect watersheds in the area from negative impacts from a large wildland fire event.

This project would involve construction of a new portion of motorized trail connecting with existing roads open to all-terrain vehicle (ATV) use to create a loop trail along the Elkhorn Loop Road.

To improve visitor services, vault toilet replacements would occur at six recreation sites on the Vernal Ranger District (D2) and seven recreation sites on the Flaming Gorge Ranger District (D1).

The Ashley National Forest completed revision of its 1986 Forest Plan to reflect current natural resource conditions. We released the final revised Forest Plan on 1/26/2024.

This project would involve the development of a recreation and interpretive site to provide for public education, enjoyment, and protection of the Henry's Fork prehistoric rock art site.

We would thin approximately 7,571 acres of young lodgepole pine stands to improve forest health, reduce the risk of undesirable wildfires, and enhance wildlife habitat.

We are proposing to adjust the boundaries of the closed Marsh Peak Allotment to facilitate and improve livestock management on the neighboring Lake Mountain and Black Canyon Allotments.

This project would mitigate ongoing impacts from the 2018 Dollar Ridge Fire by repairing or improving conditions on fire-impacted lands to put them on a trajectory for a quicker natural recovery.

This would be an approximately 2,900-acre fuels reduction project, mostly along the Red Cloud Loop Road. Vegetation treatments would include mastication, mowing, slashing, and piling and burning, as well as falling trees for firewood collection.

We would authorize the special use permittee to remove old shower houses, mobile homes, and cabins and and install new facilities. New facilities would include a shower house, seasonal bunkhouses, storage buildings, and RV pads.

The campground concessionaire and the Forest Service would construct a drivable path from the campground to the water area and install a new loading dock in the water.

We would authorize the UDWR to install a 10,000-gallon dip tank at the Lucerne Valley Marina adjacent to the boat launch. Hot water in the dip tank would sanitize boats with aquatic invasive species, such as zebra and quagga mussels.

We are proposing to reroute two approximately 800-foot very steep sections of the Outlaw Trail to address safety, resource, and social concerns.

This project would involve placement of grade control structures in Dyer Creek to halt head cutting and erosion.

We are proposing to re-designate portions of the Little Brush Creek 2 and Little Brush Creek to Cutoff off-highway vehicle (OHV) Trails from 50 inches to 60 inches.

The Seven County Infrastructure Coalition is constructing 11 borings to provide relevant geotechnical data to advance design of the Uinta Basin Railway Project. This CE is just for the borings.

Duchesne County has received funding from the Natural Resources Conservation Service (NRCS) to conduct measures necessary to stabilize drainages, reduce erosion, improve water quality, and maintain vehicle access in the East Fork Fire area.

There is no longer a need for an EA, since no site-specific actions are involved. We are continuing preparation of a management plan for the Ashley Karst National Recreation & Geologic Area. See draft plan at: https://www.fs.usda.gov/ashley.

The purpose of this project is to restore water control structures, improve fish habitat, and improve access opportunities at two fishponds in Uinta Canyon and several fishponds in the Lower Stillwater area of Rock Creek Canyon.

Eagle Creek Ranch currently has a special use permit for a culinary water system on National Forest System lands. This project would involve authorizing them to replace their water tank and reconstruct their water system.

This project would involve cutting dwarf mistletoe infected trees along roadways to improve forest health. The project would also help reduce fire hazard and would provide additional firewood collection opportunities to the public.

We are proposing to seasonally open an administrative use road and construct a trailhead. The purpose of the project is to offer safer parking for recreationists off of Highway 191.

We would relocate a gate approximately 1 mile to the northwest of its current location and improve a turn-around area at this site. This would provide a parking location with more reliable snow cover for over-snow winter activities.

This project would involve the construction of various range improvements, including water systems, drift fences, and spring exclosures, to improve cattle distribution on the Vernal and Roosevelt-Duchesne Ranger Districts.

All West is seeking to install a fiber optic cable from Green River, WY to the Buckboard Marina and Campground. Approximately 3 miles of the 24-mile project would occur on the Ashley National Forest.

The Town of Dutch John has requested a right-of-way special use permit for the road located on the east side of the Forest Service yard in Dutch John, UT. The town would widen the current road by about 50 feet and lengthen it about 150 feet.

The applicant has requested access to their private property on Reservation Ridge in the winter with a highway legal vehicle. The Forest Service holds the road right-of-way in this location, so the proponent would need to obtain a special use permit.

We are proposing to build intervisible pullouts along the Hells Canyon Road by widening the road in select locations. This would allow vehicles to pull over and pass each other safely on this narrow road.

Replacement of the Hells Canyon Creek Bridge would involve removal of the bridge and the wooden abutments. New concrete footings would be installed within the existing roadbed but farther away from the stream.

Small-scale mineral exploration. Trenching and sampling for valuable minerals, within disturbance footprint of existing Forest Service rock quarry near Mill Park in Hells Canyon area. Less than 10 days work. Disturbance less than 0.1 acres.

Replacement of the South Fork Rock Creek Bridge would involve removal of the bridge and the wooden abutments. New concrete footings would be installed within the existing road bed but farther away from the stream.

We would expand an existing Forest Service borrow site used for road maintenance surfacing and fill material for all the roads in the Yellowstone Canyon area. The current size of the borrow site is 1/2 acre. We would expand the site to be 1 acre.

This is a proposed timber and forest health project that includes aspects of fuels reduction, public safety, and aspen restoration. The project area is within a Utah Shared Stewardship priority landscape area.

This project would involve the placement of grade control structures in Dyer Creek to halt head cutting and erosion.

The Forest Service would designate a less than 1 acre site for community members to drop off vegetation removed from their property one to two times a year. The material would then be piled using machinery and burned when there is snow on the ground.

Two wildlife guzzlers were burned over during wildfires. The proposal is to replace these two wildlife guzzlers and install five new guzzlers for wildlife benefit and use.

The Roosevelt/Duchesne Ranger District of the Ashley National Forest proposes to convey portions of the Stockmore administrative site to GSA as excess property.

The Ashley NF would issue a new 30-year special use permit to Utah Communications Authority for existing infrastructure at the East Park communications site. The new permit would replace the existing permit issued to the State of Utah.

The Ashley NF would issue a new 30-year special use permit to Union Wireless for an existing cell phone tower and related infrastructure at Dutch John Gap. The permit would replace the existing special use permit and consolidate amendments.

Marina facility additions

The proponent has submitted a plan of operations for exploratory drilling for locatable minerals in the Dry Ridge area of the Ashley NF. The plan includes drilling two holes, each up to 600 feet deep, within existing mining claims.

A portion of the Uinta River Trail would be resurfaced with mineral soil from an adjacent borrow site to improve footing for pack stock.

Cooperative project with UDWR to restore and enhance CRCT populations within the High Uintas wilderness through the use of piscicide rotenone to remove non-native fish from selected streams and lakes. CRCT would be reintroduced following treatment

Construction of fish barrier using on-site rock to prevent upstream movement of non-native fish into restored waters with native cutthroat trout.

The proposed action is to allow the UDWR to add 8-10 cubic yards of suitable spawning substrate (1-inch diameter gravel) to Sheep Creek in the immediate vicinity of the proposed site. Gravel would be purchased and hauled by the UDWR.

The proponents have submitted a plan of operations for mineral exploration activities in the Iron Mine Creek area. The plan includes trenching, bulk sampling, and 0.59 miles of temporary road construction for heavy equipment access.

Special Use Permit to authorize a 150' x 30' right of way to access privately owned property.

250 acres of timber salvage and 762 acres of tree seedling planting approximately 1 mile south of Moon Lake. This area experienced uncharacteristic stand-replacement fire in ponderosa pine during the 2020 East Fork Fire.

T-Mobile would install a new 11' x 20' communications shelter adjacent to Strata Networks' recently constructed cell tower. T-Mobile would co-locate signal receiver dishes on the Strata Networks tower.

The Timber Creek fish migration barrier has become less effective as a result of accumulated debris. This project would use a track hoe to remove the downed tree and debris upstream of the barrier to re-establish the effectiveness of the barrier.

The Forest Service plans to issue a Special Use Permit to Moon Lake Electric Company to replace 14 power poles and power lines that connect to the Grizzly Ridge communications site and to other residences in Daggett County, Utah.

The project will remove conifer species from shrub community types through lop and scatter on 19,682 acres. The project intent is to maintain native vegetation diversity, watershed stability, reduce wildfire potential, and improve wildlife habitat.

A timber and forest health project that includes aspects of public safety, watershed restoration, and fuels reduction.

Replace an existing guzzler on Raspberry Ridge of the Duchesne/Roosevelt RD that has been damaged beyond repair.

Update vegetation management activities along 278 miles of transmission lines located on NFS lands in Colorado, Nebraska, and Utah. These activities are intended to protect the transmission lines by managing for stable, low growth vegetation.

This project would reroute a popular section of a multi-use trail to provide an improved recreational experience and to improve resource conditions. An additional trail (<50")would be constructed from the current trail to a turn around near the cave.

Rerouting and reconstructing a motorized section of the Highline Trail between Highway 191 and East Park Reservoir. The project purpose is to improve the visitor experience and minimize impacts such as erosion to the resources of the area.

Construction of an OHV trail connection on the South Unit of the Duchesne/Roosevelt Ranger District. The segment would connect Sowers Canyon Road to Forest Service Road 497. This segment would be approximately 3.3 miles.

A timber and forest health project that includes aspects of public safety, watershed restoration, and fuels reduction.

Special use renewal of an existing cell tower facility that is specifically used for controlling an automated pipeline system for oil and gas transport.

Strata Networks is constructing a new cell tower on Grizzly Ridge that is 120 feet tall. Site vegetation will be removed and a chain link fence installed at the site. The project area is approximately 0.5 acres in size with a footprint of 125'X90'.

The proposed action would involve restoring the stream and subsequently the water table. The proposed action would include construction, reconstruction, and maintenance of new and existing rock grade control structures.

Creation of ATV trail from Dutch John, UT to connect with existing road system on BLM land near Goslin Mountain via Dutch John Canyon

Buckboard Marina is under a Special Use Authorization to operate and maintain the marina and facilities. The owner/operators of the marina have requested to add a restaurant, shower house, and 5 additional RV pads to their existing facilities.

We are proposing to decommission 12 developed recreation sites on the Flaming Gorge-Vernal Ranger District. These sites were chosen because of their limited use by the public, outdated facilities, and/or aging infrastructure.

Wildlife habitat improvement project targeting the removal of encroaching confifers (pinyon, juniper, and Douglas fir), located on the South Unit of the Ashley National Forest. Treatment would be done through mechanical means using chainsaws.

Renewal of 7 River Outfitter and Guide and 1 Shuttle Special Use Authorizations for a new 10 year term.

A proposal for small-scale open pit mining operation at the proposed Amber Onyx Mine. Large blocks of decorative calcite would be removed from the mine. Up to 2.5 acres active disturbance proposed. Disturbed areas not needed would be reclaimed.

Continue to implement the Forest Noxious Weeds Management Program by reviewing the 1994 Forest Noxious Weeds Management EA, supplement the analysis and update the Decision Notice/ FONSI.

This project would issue a two year temporary special use permit to allow repair to Atwood Dam and provide continued operation of the dam, which is located in the High Uintas Wilderness, pending the issuance of a Ditch Bill Easement.

The purpose of this project is to improve and maintain the shrub and grass/forb communities, and provide important wildlife habitat by deterring the encroachment of conifers (pinyon, juniper, and Douglas fir.

This project would involve approximately 4,145 acres of pre-commercial thinning of young lodgepole pine trees.

This project would improve bighorn sheep forage and lambing habitat, including increasing sight distances to detect predators, in areas along Flaming Gorge Reservoir. A combination of lop and scatter and prescribed fire would be used.

There are approximately 0.38 miles of unpaved road that would be paved with asphalt. The existing road width is about 18 feet. The proposed project would increase the road width to 22 feet and the total right of way would be 60 feet.

We are proposing pre-commercial thinning as well as removal of conifers from riparian areas and from sagebrush communities to: improve timber stands, reduce the risk of unacceptable wildfires, and restore riparian and sagebrush plant communities.

Amendment of an existing special use authorization for Moon Lake Electric to add a new overhead 14.4/24.9 kV distribution line to serve the RV and boat storage area of the Cedar Springs Marina.

Amendment of an existing special use authorization for AT&T to add a new monopole and antennas to an existing communications site on Dutch John Mountain.

Maintain or move ponderosa pine vegetation types to a condition similar to historical conditions and improve the visual quality of key areas. Primary tool to accomplish this would be continuing or initial low intensity/high frequency fire.

Project to treat hazard trees along all system roads on the Ashley National Forest.

Hand treatments (lop and scatter)on approximately 7,000 acres and mechanical treatments (mastication) on about 1,000 acres of conifer encroachment into Greater-sage grouse habitat.

This project would include a variety of timber and fuels vegetative management activities totaling 1,113 acres within a 1,787-acre project area. Trees killed by beetles or infected by dwarf mistletoe would be removed to achieve project objectives.

This project would involve building a short administrative road for the Forest to access barrier rock to be used in a variety of projects.

The project includes removing some down and dead trees to capture the economic value of these trees and to reduce hazardous fuel loading, as well as manipulation of live tree species composition, stand density, and stand structures.

This project would involve the removal of dead and dying hazard trees from along roadways and around developed sites in the vicinity of the junction of the Elkhorn Loop and Chepeta Lake roads.

The purpose of this project is to reduce fuels in several vegetative communities, to provide additional protection to values at risk in the Lake Fork Drainage, and to improve wildlife habitat and ecological conditions.

The Vernal-Flaming Gorge Ranger District proposes to convert the Lambson Draw On/Off Allotment from sheep use to cattle and horse use on the Ashley National Forest.

This project would enhance conditions for the fishery at the Lower Stillwater pond complex by dredging ponds to increase water depth, stabilizing banks and dykes, and improving water delivery.

Milk Lake dam has been in a deteriorated state and under a breach order since 1994. The Forest Service is proposing to modify the Milk Lake dam so that it no longer creates a hazard to the public and downstream resources.

The proposed action for this project is to implement a fisheries habitat enhancement project in North Fork Ashley Creek, thereby increasing the pool and fisheries habitat. This would be accomplished by building large woody debris (LWD) structures.

Hazard tree removal within 300 feet of Forest Service Road (FSR) 143 (South Fork Rock Creek Road) and FSR 135 (Blind Stream Road), as well as FSRs 652, 649, and 140.

Cheatgrass and other annual weed treatments, including drill seeding, broadcast seeding, and experimental burn.

Issuance of a road use permit on an existing non-system road which provides access to private property located in Lake Fork Canyon. This existing non-system road will cross Lake Fork River and have a ROW of 2,510 feet long X 14 feet wide.

Commercial timber harvest as well as non-commercial vegetation management across 665 acres of heavy mountain pine beetle caused mortality and lodgepole pine dwarf mistletoe infection.

Strata Networks is proposing to install approximately 75 miles of high speed fiber optic cable from Vernal, Utah to the communities of Dutch John and Manila, utilizing the Highway 191 and 44 corridors.

We are proposing to construct hiking trail reroutes at 7 selected locations in the Swift Creek Focus Watershed. The project would total approximately 4,600 feet of trail construction and 3,300 feet of trail closures and rehabilitation.

Land conveyance to the Town of Manila to expand the town's landfill. The land proposed for conveyance is located immediately adjacent to and east of the landfill. The current landfill is nearing capacity.

Special use permit renewal for the operation and maintenance of the Red Pine Spring water system and the Unnamed Spring water system along with the associated valves and water transmission lines that deliver the water to the private lands.

This project includes campground vegetation management, fuel breaks, an emergency pullout, and ponderosa pine restoration and maintenance in Whiterocks Canyon.

This project aims to reroute a 0.05 mi section of the Yellowstone Trail (057) that is currently being undercut by Yellowstone Creek. The reroute will place the trail up slope of the current trail in a talus field protected from further undercutting.

The Ashley NF proposes to modify the Sowers Canyon portion of the Duchesne Roosevelt District Wide Range Improvement Project. The project includes an additional 4 miles pipeline, 5 additional trough locations and two 10,000 gal storage tanks.

Create a shaded fuel break along FS boundary and Argyle Badland Cliff access road by removing hazardous fuels by means of limbing and thinning to compliment UT State Forestry and Fire and private landowner firewise efforts in the area.

Roughly 0.15 miles of the Uinta River Trail have been covered in water by newly constructed beaver dams. This has made the trial impassible to hikers and stock. A 0.25 mile trail reroute is proposed to address the loss of trail access.

to issue a special use permit to the Oaks Park Summer Home Association for the continued operation and maintenance of the existing water well and pump house located in the Oaks Park Summer Home tract.

Amendment of an existing special use authorization for Flaming Gorge Corp to build a 36-slip transient boater docking facility and attenuator at Lucerne Valley Marina.

Pinyon and juniper trees encroaching into sagebrush communities will be mulched or lopped, scattered and otherwise left in place. Objective is to maintain the sagebrush community for sage-grouse and to maintain native vegetative diversity.

Hand treatment of encroaching conifers using chainsaws throughout the meadows of the south slope of the Uinta Mountains.

The proposed action is to reduce the safety hazards and to meet the requirements of the terminated special use permit by removing all improvements and restoring the UBAR Ranch area back to its natural condition.

Construction of six guzzlers in the Lake Mountain area.

Yellowstone Creek's main channel became altered during a recent flood event. The new location of the channel provides a hazard to the Riverview Campground. Work would be completed using rock barbs to restore flow patterns in the former channel.

A new Plan of Operations was submitted for continued operations at the Honeycomb Mine. Large blocks of decorative calcite will be removed from the mine. Up to 2.5 acres active disturbance proposed. Disturbed areas not needed would be reclaimed.

The Roosevelt-Duchesne Ranger District proposes to convert the Strawberry Peak allotment on the Ashley National Forest from sheep to cattle.

Installation of 5.7 miles of fence and extend 11 livestock water systems which would include pipe installation, new troughs and water holding tanks. All proposed water developments will connect into existing livestock water systems.

1.Permit renewal for lower section of Oaks Park Canal Waterline to Ashley Valley Reservoir Co. 2.Permit renewal for Whiterocks Canyon telephone line to UBTA. 3.Permit renewal for Rock Creek telephone/fiber line to UBTA. All are existing facilities.

This proposed 600 kV direct current transmission line is designed to carry renewable energy (primarily wind power) from generation sources in central Wyoming to markets in in the pacific southwest

This project would involve the construction of a new, consolidated office in Manila, UT for the northern end of the Flaming Gorge-Vernal Ranger District.

This project would reinstate an existing class II lease to Berry Petroleum Company. The BLM would issue the lease to Berry Petroleum and the Forest Service would provide consent to lease.

Government Creek and Windy Park are both high quality wet meadows. Both meadows have experienced erosion that drying up the wet meadows. Restoration using grade control structures will be used to restore function and control additional erosion.

Miscellaneous range improvement projects (water developments, fences, etc.) on seven grazing allotments on the Vernal Ranger District.

The proposed project would remove a debris plug within a landslide that occurred in 2005. Removal of the plug would reroute the flow of additional debris away from the wetland and spring pond at Smokey Spring in Uinta Canyon on the Duchesne District.

This proposed 500 kV transmission line is designed to deliver power to Rocky Mountain Power utility costumers in Utah and the intermountain west. Generation sources are located in central Wyoming.

Construction of 3 individual 1,800 gallon precipitation water catchment aprons and storage tank/drinkers in 3 separate locations on the Flaming Gorge Ranger District. Improved water distribution and security would be provided for local wildlife

Renew a special use permit to the Division of Wildlife Resources to operate and maintain the East Park Reservoir, dam, and spillways. Renew a special use permit to the Sunshine Canal Company to operate and maintain a waterline in Little Brush Creek.
