Issue a 30 year road easement to Jack Veltman to access his private property in Section 28, T20N, R15W, Mason County, Michigan Canceled project

This projects proposed actions address needs for reducing wildfire potential, managing timber resources, providing for Kirtland warbler breeding habitat, forest openings for wildlife, suppressing NNIS, managing old growth, and road maintenance.

The Callen, Langlois, Bell Association has requested that a permit be issued to authorize the use and maintenance of an existing non-system road to access private properties year-round.

The addition of three underground powerlines as well as a switch cabinet at one of the sites on NFS lands. Only one of the areas would require the removal of 3-4 small trees.

Currently Forest Road 5043 goes south from Hayes Road into sensitive wetland habitat. Forest users are accessing wetlands at the end of the road to use for mud running. The southernmost part of the road experiences erosion from high water levels.

The project would remove the handpump, plug the well casing using bentonite/neat cement, remove the concrete slab, and cut the casing off 4 feet below grade. These are State of Michigan and USFS requirements.

This CE addresses recreation deferred maintenance in campgrounds, day use sites, and other recreation facilities on the district. Three major projects include Round Lake and Jewell Lake Campgrounds, Iargo Springs, and boat launch improvements.

Landowner is requesting the construction of a new road to access his private property, which is surrounded by NFS lands. The route will follow an old logging road, requiring the removal of trees, grading the road surface, and installing a gate.

The proposed activities include the routine maintenance of approximately 182 acres (12 individual sites) of wildlife habitat improvement activities in existing wildlife openings on NFS lands in Oscoda County, Michigan.

The objectives are to increase the size of the remaining red pine and tree species diversity, contributing to the long-term health of the riparian corridor and the adjacent Au Sable River.

The original Poplar Creek bridge was replaced by a temporary bridge in 2021. The bridge is part of the MCCCT trail system, snowmobile trail #37, and connects FR7887 and FR7849. The bridge will replaced with a permanent structure in 2023.

The Huron-Manistee National Forests, received an application from Merit Energy Company (Merit) to make and install improvements to the 6" transmission pipeline located on the Mio Ranger District.

The Forest will use integrated pest management processes to control infestations/infections of trees across the Forest.

Managing timber resources, forest openings and barrens for wildlife, Kirtlands warbler (KW) habitat creation, prescribed fire and hazardous fuels management, non-native plant species infestations and maintaining the Tuttle Marsh area.

To remove an unneeded fish rearing facility constructed in the early 1980s by MDNR and to restore natural hydrologic function at this site.

The Huron-Manistee National Forests are proposing to approve an amendment to Great Lakes Energy Cooperative's (GLEC) special use permit for the installation of additional fiber optic lines within GLEC's existing electrical right-of-way.

Project would install a new buried electrical distribution line along the Caberfae Highway corridor and a short driveway to connect private property to electrical service. Some brush and tree removal may be needed to install the line via trench.

This includes reducing wildfire potential, managing timber resources, maintaining early successional habitat (forest openings) for wildlife, suppressing non-native plant species infestations, and rehabilitating illegal ORV open-use areas.

To install fiber optic cables on GLECs existing overhead electric poles and/or adjacent to current buried electrical lines utilizing the existing electrical right-of-way.

This project will authorize the construction of 28.3 miles of non-motorized trail as part of the State's Iron Belle Trail System using volunteer and cooperative agreements. This project will also provide connectivity to existing USFS trail systems.

GLE will add new electric lines within their existing right of way on existing poles in 2 locations over 1,945 feet of line and in a 3rd location remove overhead lines and poles and bury the eclectic lines in that ROW for 4,450 feet.

Reroute of a driveway a few hundred feet east and installation of a culvert to access private property. A deteriorated bridge that the landowner formerly used for access will be removed.

5-year special use permit to hold non-competitive sled dog training events each year on National Forest System Lands and roads in Sweetwater Township. To be held February 5-6, February 12-13, and March 12-13.

Due the Brittle Fire, a need exists to remove dead trees from the overstory of some jack pine stands and develop Kirtlands warbler breeding habitat. there is a need to increase canopy separation and reduce the chances of crown fire in red pine stands

Add an existing overhead electric line to the special use authorization. Remove an existing overhead electric line, then reinstall a new buried electric line. Add an existing overhead electric line to the special use authorization.

The purpose of this project is to restore ecological functions of damaged riparian areas and the adjacent aquatic habitat within rivers, streams, ponds, and lakes of the East Zone of the Forest.

Proposed activities include prescribed fire; felling and mechanical treatment of encroaching trees and shrubs; development of wildlife water sources; and discing, seeding, and planting of native grasses, wildflowers, trees, and shrubs.

Utilize commercial timber sales and non-commercial methods to regenerate approx. 800 acres of aspen. Thin approx. 18 acres of Red Pine, prescribe burn approx. 272 acres oak to control red maple, wildlife opening work, & road construction & closure

Reissue of a commercial guided bear hunting permit to Mr. Wade Nixon. Up to 6 groups of 1-2 hunters each will hunt over bait piles placed in pre-approved locations west of Lake Mitchell in Wexford County. State regulations will be followed.

Objectives: Create Kirtland Warbler Habitat, managing timber resources, creating/improving other wildlife and plant diversity habitat, reducing hazardous fuel loading, recreation access management, and suppressing non-native invasive species.

There is an urgent need to salvage the fire damaged or killed trees in this 221 acre stand before sawyer beetles infest the trees and further reduce their timber value.

Promote desired vegetation distribution, composition, age classes; enhance existing wildlife habitat; treat non-native invasive plants; reduce hazard fuels and reintroduce fire; enhance recreation infrastructure; manage transportation system.

The proposal is to implement construction of a slash wall via a timber harvest. All sub-merchantable sized material, cull material, and top-wood material would be used to construct a 10x10 foot wall sufficiently dense to exclude deer.

Pollinator habitat improvement at one site on National Forest System lands. Proposed activities include planting of native wildflowers and shrubs, hand pulling of non-native invasive species, and construction of deer exclusion fencing.

Project includes managing timber resources, wildlife habitat management, reducing wildfire potential, managing water control structures, non-native plant species management and maintaining/improving recreational sites.

Treat Hemlock trees infested with non-native Hemlock Woolly Adelgid with injection of systemic pesticide in trees with a DBH over 4 inches to preserve Hemlock in the wilderness and to aid in eradication of the pest in MI.

For safety, 5 snowmobile trail segments on DNR trail #3 will be rerouted away from road edges.

Conversion of an existing overhead electrical line to an underground buried line.

To coordinate and host horseback endurance rides on the Shore to Shore trail for the next 5 years 2020-2024 on the Mio and Huron Shores Ranger Districts, Shore to Shore Trail, Crawford, Oscoda, Alcona, and Iosco Counties.

To renew a special use authorization for existing right-of-way (ROW) containing water and sewage transmission lines Serving the Oscoda School System adjacent to River Road.

To renew a special use authorization for an existing driveway to connect private property with River Road (County Road 602).

Great Lakes Energy Cooperative lines have surpassed their life expectancy and are due for maintenance and upgrades. Upgrading the lines should increase capacity, reliability and reduce the potential for wildfire.

To re-issue a 20-year private road special use authorization to Mr. Beckman that will expire on 12/31/2019.

Use and maintenance of an existing non-system road accessing private property. Mr. Vasquez wishes to perform regular road maintenance activities as approved in an operating plan.

Use and maintenance of Forest Road 8561 and a short 35 foot driveway connecting the forest road to his private property.

Amend permit to include construction and maintenance of a Passive Integrated Transponder (PIT) Detection Array, to detect and count returning tagged sturgeon.

Mr. Caswell wishes to use and maintain an existing non-system road to access his private property. Two other nearby property owners are also permitted for use and maintenance of this road.

Replacing concrete top to wet well and modifying inside of structure to accept new pumps. Removing pumps, piping, electrical, and all equipment from station. Cutting and removing steel can dry well. Building concrete vault structure on steel can.

The District proposes 1380 acres of wildlife habitat improvement on 13 sites on NFS lands. Proposed activities include: prescribed burning; mechanical treatment of encroaching trees/shrubs; developing water sources; and, establishing native plants.

Manage stands of oak, pine, and existing openings to enhance habitat diversity by managing for areas with unique ecological characteristics, such as prairie, grass, and savanna habitats, for the benefit of rare and endangered plant and animal species

This is a landscape management project that would include vegetative treatments such as oak habitat restoration, red pine thinning, underburning, fuelbreak creation and maintenance, wildlife habitat improvements, trail re-routes, and NNIS abatement.

Approximately 1097 acres of red pine treatments, 42 acres of hardwood treatments, 391 acres of aspen clearcuts, 337 acres of upland opening improvement, 21 acres of opening creation, road management, and invasive plant control.

Scott Joseph of The High Five Tribe wishes to obtain a five year permit for commercial guided backpacking trips on the Manistee River Trail/North Country Trail loop during non-peak shoulder seasons.

Maintain 93.3 ac of existing wildlife openings through using hand tools, mechanical methods and prescribed fire. Non-native invasive species controlled by hand pulling and/or mechanical means. Plant native plants for pollinators and wildlife.

Approximately 70 acres of red pine plantations will be thinned. The primary objectives of the proposed activity is to improve forest health and tree vigor, and remove snow damaged trees via thinning.

The Fishcher-Healy Association wishes to obtain a special use permit for access to two private properties across Forest Service land along an existing, non-MVUM road. This road is the only workable access due to surrounding wetlands.

This project will authorize an amendment to the GLEC 2019 special use permit for the maintenance of existing power lines and the installation of a new electric line.

Martin Doney of M&D Services wishes to conduct commercial car spotting (moving clients vehicle from their launch to take-out location) on the Pere Marquette river, including Forest Service landings.

Project includes developing breeding habitat for the Kirtlands warbler, managing timber resources, creating and improving early successional habitat, reducing hazardous fuel loading, and suppressing non-native invasive plant population.

Plant a variety of long-lived and diverse tree species to improve species diversity and structural composition and mitigate for the loss of riparian ash forests in the riparian corridors of rivers and streams in the west zone of Forest.

The purpose of this project is to address blowdown along the ITC Tippy-Wexford transmission corridor. Treatments may include one or more of the following: cutting/felling, topping and leave trees, disposal of slash, and commercial harvest of timber.

To manage for forest products for the local community, hazardous fuels reduction, recreation facilities and roads, and wildlife habitat improvement and maintenance.

Replace or remove road stream crossing structures such as bridges or culverts to allow for fish & other aquatic organism to pass under roads & restore natural stream flow.

To conduct a dryland sled dog event on National Forest lands in the Caberfae area for the next 5 years (2019-2023.

Treat areas of oak wilt on National Forest System lands. Treatments may include: constructing temporary Root Graft Barriers that sever root grafts between infected and healthy oak trees and cutting live susceptible trees within root grafting area.

250 openings totaling 2,700 acres of wildlife habitat will be improved by; manual/mechanical brushing; felling/girdling encroaching trees; mowing; developing water sources; nesting/roosting boxes; and seeding, planting, and pruning of native plants.

Installation of a new power line from Quarterline road, along the north side of Freeman Road, and along the west side of Stiles road. It will be installed via vibratory plow and will be 10 feet wide by 4,000 feet long.

Use and maintenance of Forest Road 5570 for maintenance to a number of properties on Hamlin Lake belonging to the Nurnberg 5570 Improvement Assocation, Inc.

Utilize a variety of bank stabilization actions to reduce erosion occurring at multiple location and enhance fish habitat along the Pine River .

The goal of this project is to re-authorize expired special uses on National Forest System lands for the Rollways Resort/Canoe Livery permit.

Consumers Energy desires a permit amendment allowing them to realign an existing electrical line to follow a larger, paved road. This will increase the reliability of electrical service for nearby businesses and residents.

The purpose of the project is to implement the management actions from the 2008 Pere Marquette River Management Plan for Lower Branch Bridge, Logmark, and Maple Leaf recreation sites and to complete riparian restoration and stabilization activities.

To construct, use and maintain a storage building at the Big M Trailhead, on the Cadillac/Manistee Ranger District. A permit will be issued to the Manistee Ski Council and Shoreline Cycling Club for this project.

Chesapeake Media is proposing to amend their communication site lease to include a heat exchanger and associated concrete pad and ice bridge. The heat exchanger is necessary for their communication equipment.

To reissue a 30-year permit to the West Michigan Repeater Association for the purpose of maintaining and operating amateur radio equipment at the Udell Hills Communication Site on National Forest lands.

To reissue a 10-year permit to the Wexford Sand Company c/o Fairmont Santrol for the purpose of maintaining and monitoring 11 wells on National Forest lands.

Address illegal off-road vehicle (ORV) use on national Forest land where no roads or trails exist.

A proposal for a private road special use permit in the SE1/4, Section 19, T15N R13W, Merrill Township, Newaygo County, Michigan.

The goal of this project is to re-authorize expired special uses on National Forest System lands for ROW 2019s related to pipelines, electrical, road and water monitoring well permits.

Re-issue two special use permits on FSR #4676 private land owner access and Iosco County use of a stockpile area.

Jeff Bressler wishes to conduct up to 6 commercial guided bear hunts per year in the Harrietta and Irons areas.

To reissue a 10-year permit to Caberfae Peaks Ski and Golf Resort for the purpose of maintaining two (2) signs on National Forest lands.

Reissuing expired and expiring permits for telephone (Ace Communications) and electrical lines (Wolverine Power), a road accessing private property (Yoberosa Partners. No changes are proposed.

Consumers Energy Company to install an underground electric line to serve a new customer within the Tawas Ranger District. The electric line installation is proposed to be located underground in the center of Forest Road 4694.

The proposal is to design and install in-stream structures(road culvert)to raise the downstream water-surface elevation such that stream flow velocities no longer exceed upstream swimming capabilities of target fish species.

Amending Wolverine Power's special use permit to authorize the expansion and rebuilding of two existing electrical substations. Rebuilds will respond to increased electric demand and improve reliability. Old equipment to be removed following rebuild.

To install an underground electrical line on National Forest land in the SE1/4 NE1/4 NE1/4, Section 20, T20N R11W, Dover Township, Lake County, Michigan. The proposal measures approximately 375 feet in length x 12 feet wide or .10 acres

The HMNF's received a request from Big Creek Township to install an antenna, associated equipment and improvements at the Luzerne Tower Site located on the Mio Ranger District, NW¼NW¼, Section 5, T25N, R1E, Big Ck Twp, Oscoda Cnty, MI.

The Huron-Manistee National Forests has received an application from the Baldwin Municipal Airport Manager for a special use permit to allow for the removal of obstructions, i.e. trees, within the glide path of the airport runway.

Includes aspen and jack and red pine clearcutting, red pine and hardwood thinning, red pine overstory removal, hardwood single tree selection harvesting, opening maintenance, road system work, NNIS treatments, and watershed activities.

Build & designate a snowmobile trail approx.20 ft wide and 4700 ft long, on the north side of 8 Mile road from Elk Hwy to Tyndall on FS lands link with County & DNR trail. Decommission a segment of trail through Bear Swamp that is currently unsafe.

Construct approximately 4 miles of new trail to relocate the existing trail off of the shoulder of Echo Drive and Centerline Road.

This project will manage for timber production, hazardous fuels accumulation, recreation facilities and trails, and wildlife habitat enhancement.

The Huron-Manistee National Forests propose to replace the existing culverts on Lost Creek at both the Coupland Road/Stream Crossing (RSX) and Park RSX. These culverts are undersized and act as barriers to aquatic organism passage.

The purpose of the decision is from a request from Matthew & Dawn Bondie for legal access, gate, and year-round use and maintenance of an existing undesignated forest roads to access their private inholdings. This is a one year temporary permit.

To authorize a gate, year-round legal access, and occasional maintenance of an existing undesignated Forest Road to allow Brian Schiefer access to private property off Loon lake Day-Use Site Entrance Road

Hoist and Comstock Lakes Area will manage resources for the benefit of the ecosystem and the local economy. Treatments will include harvesting pine and hardwood stands, reducing fire risk, abatement of NNIS, and wildlife improvement projects.

The purpose of the project is to thin approximately 43 acres of red pine.

Each year, prior to plovers returning from winter habitats, Forest Service biologists would identify small (<0.1-acre patches, not to exceed 10 acres in total surface area per year) areas for cobble placement along the Lake Michigan shoreline.

Approve a hard surface path, 10' tread width and 14' clearing limit, previously approved as the AuSable Township Sidewalk to Oscoda Schools. The Forest proposes to work with Iosco County to provide a nonmotorized path parallel to River Road.

Conduct a Mountain Bike and Paddle event on National Forest lands in the Marilla area and on the Manistee River for the next 5 years (2019-2023) on the Cadillac/Manistee Ranger District.

To renew expired permits that include 3 informational signs and one wildlife pond. All uses are currently existing.

Consumers Energy Company is proposing the installation of an underground electric line and associated equipment to service new customers located on Wickert Road within the Huron National Forest.

A running event on the North Country Trail and White Cloud Loop hiking trails near White Cloud Michigan for the next five (5) years (2019-2023).

To issue a recreation special use permit for a mountain bike event at Big M Trail System on the last Sunday in July from 2019-2023.

The proposed action is to create an approximately 2 acre forested bog to fulfill the requirements of Part 303, Wetlands Protection, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended.

To issue a one day recreation event for a half, full and ultra marathon event on National Forest land in the Hungerford Recreation Area. Event will take place on the last Saturday of September from 2019-2023.

Consider whether to issue a private road special use permit that provides long term access across National Forest System lands to Mr. Asher's private property. Use would include use and maintenance of Forest Road. An annual fee would be charged.

Consumers Energy has a permit to use up to 15 acres of Forest Service land in Wexford County adjacent to Hodenpyl Dam. The permit expires December 31, 2018, and Consumers requested that the permit be reissued.

The Cadillac/Manistee District has received a proposal from Jerri Shuman of Coolwater Campground to re-issue the private road special use permit which authorizes access from Coolwater Campground across National Forest land to the Pine River.

Use of an existing, non-system road to move harvested materials from private land to the nearest public road.

Salvage trees within 6 areas that were blown down or damaged in a wind event within the North Branch of the Pine River Watershed totaling approximately 94 acres.

Salvage trees blowndown or damaged in a wind event totaling approximately 227 acres.

Salvage of trees blown over or damaged in a wind event in the Pine River and Poplar Creek watersheds totaling approximately 41 acres.

Salvage trees blown over or damaged by wind event in several locations on the Baldwin/White Cloud District (totaling approximately 182 acres).

Project activities include aspen and jack pine regeneration, aspen and alder hand cutting, wildlife opening management, red pine treatments including thinning and regeneration, road system activities, erosion control, and recreation improvements.

Changing the maintenance levels of seven Level II system roads to Level I or historic roads. A total of 4 miles of Forest Roads would be changed, and .3 miles would be Level I needed for access to private property.

The purpose and need of this project is to restore aquatic organism passage and channel function by replacing nine road-stream crossings in the Peterson Creek watershed with stream simulation structures.

Earnest Asher has submitted an application for legal access, year-round use, and maintenance of an existing road. The road is not open to public vehicle use and the installation of a gate will be considered.

Installation of a new buried electrical line to a property that does not currently have it, and rebuilding a deteriorated electrical line while changing from overhead to buried. Both are in existing rights of way with minimal vegetation removal.

Mr. Palo has submitted an application for access to his private property across National Forest land in Manistee County. He has exhausted all other opportunities and avenues for access.

U.S. Geological Survey has proposed to repurpose the Oceana County Hesperia Well to use for data collection for the Climate Response Network. The well was installed in 1979. It has been sitting unused since 1995.

Mr. Fryling wishes to construct a driveway to access his private property across approximately 369 feet of Forest Service lands. His neighbors have denied access across their property. He is requesting a 12 foot wide road.

The proposed activity includes approximately 3,666 acres of thinning of red pine plantations.

Fund a project to replace undersized culverts with new bottomless arch culvert to restore stream channel and aquatic organism passage.

Stabilize banks at heavily eroded sites using a combination of rock, wood, and other native materials. Revegetate bare soils using native seeds and plants. Design and construct a low maintenance trail system that accesses the river.

To provide electrical service to Consumers Energy customer. Installation of approximately 1,286 feet of underground electrical line, 34 feet west of centerline, 116th Ave, on National Forest land.

To determine if the proposed use is an appropriate use of National Forest System land that may be authorized and, if so, identify the terms and conditions under which the use may be authorized.

Conduct 49 acres of alder hand-cutting and 249 (upland) acres of prescribed burning, mechanical treatment, and seeding of native grasses and wildflowers. The purpose is to provide early successional habitat and other habitat enhancement activities.

The goal of this project is to grant a special use permit to Kerr Trail Improvement Association for year round use and occasional maintenance of Forest Road 2251, also known as Kerr Trail.
